Азербайджан пригрозил оставить ЕС без газа Азербайджан сообщил Евросоюзу, что может переориентировать поставки газа на азиатские рынки, отказавшись от роли главного энергетического союзника Брюсселя в каспийском регионе. "Туда (в Европу - прим. "Лента.Ру") невозможно доставить газ", - заявил вице-президент Госнефтекомпании Азербайджана (ГНКАР) Эльшад Насиров. Ранее Насиров уже заявлял, что Баку может перенаправить экспортные потоки газа из Европы в Азию, если ЕС будет тянуть с определением тарифов в рамках газопровода Nabucco, который должен доставить газ из Средней Азии в Европу, минуя Россию. Столь резкие заявления из Баку последовали за срывом переговоров Азербайджана и Турции, которая является крупнейшим потребителем азербайджанского газа и его возможным транзитером в ЕС. Анкара требует, чтобы ГНКАР продолжала продавать ей газ по более низким ценам, что не устраивает Баку. Turkish Officials Admit to Playing Games with Protocols Harut Sassounian With each passing day, the games Turkish officials have been playing with the protocols are becoming more obvious and ridiculous. Throughout the long months of negotiations, I repeatedly warned that Turkish officials were not sincere in their announced intention of opening the border with Armenia and establishing diplomatic relations. By acting as if they were seeking reconciliation with Armenia, Turkish leaders simply wanted to prevent further acknowledgment of the Armenian Genocide by third countries, extract maximum concessions from Armenia on Artsakh (Karabagh), and block future territorial demands from Turkey. Turkey first dragged out the negotiations until right before April 24 to preclude President Obama from keeping his promise on recognizing the Armenian Genocide. The protocols were finally signed on Oct. 10, to ensure that Armenian President Sarkisian went to Turkey to attend the soccer match between the national teams of the two countries. Meanwhile, Turkey’s leaders repeatedly announced that they would not open the border and their parliament would not ratify the protocols until Armenia returned Artsakh to Azerbaijan—even though there was no such requirement in the signed documents. More than a month has now passed since the signing of the protocols in Zurich, but there are no signs that the Turkish Parliament will ratify them anytime soon. Just before signing the protocols, Turkish President Abdullah Gul and Foreign Minister Ahmet Davutoglu traveled to Azerbaijan to pledge once again that they had no intention of opening the border with Armenia until Artsakh was returned to Azerbaijan. As if these outrageous preconditions were not sufficient to shake Armenians’ confidence in the protocols, Turkish officials made no attempt to hide their deceptive designs. The Oct. 5 issue of the Turkish newspaper Hurriyet quoted Foreign Ministry officials in Ankara as stating: “The formation of a joint history commission and re-opening the border are included in the documents. However, they can be put into effect only after a solution is found to the Karabagh issue. Without a solution to the Karabagh conflict, these protocols cannot be transferred to parliament. Even then, parliament would not adopt it. So, relax.” To convince the Azerbaijanis that Turkey had no plans to ratify the protocols, Turkish Foreign Ministry officials boasted about their success in deceiving Europeans on another agreement: “Turkey had to sign a protocol with the European Union on the Cyprus issue. What happened? Did Turkey open its seaports and airports to Cypriot vessels and airplanes, after four years?” We now have solid evidence that these Turkish officials were not making an idle boast when they indicated that signing an agreement means nothing to them. In the Oct. 25 issue of Today’s Zaman, commentator Ercan Yavuz cited dozens of examples of agreements signed—but not ratified—by Turkey after the passage of many years! At present, there are 146 agreements with 95 countries, including Argentina, Azerbaijan, Libya, Slovenia, Sweden, and Syria, awaiting the approval of the parliament’s Foreign Affairs Commission. The oldest—an agreement signed 26 years ago between Iraq and Turkey—is still pending ratification by the Turkish Parliament. Many other important agreements have been signed since 2004, but still not ratified! Given the Turkish record of not taking seriously commitments made on behalf of their country, it should not come as a surprise to anyone that the Turkish Parliament will not ratify the Armenia-Turkey protocols anytime soon. Of course, by not ratifying the protocols, Turkey would be breaking its written pledge of Aug. 31 to ratify the Protocols in a “timely” manner. Interestingly, Armenian Foreign Minister Edward Nalbandian, in a recent interview with Reuters, asked: “Why sign the protocols if they are not going to be ratified?” The answer is obvious: The Turkish government is interested in creating a positive image for itself in front of the international community by appearing to want “good neighborly relations” with Armenia, without actually taking any concrete steps to do so. Armenia’s officials are sadly mistaken if they believe that Turkey will come under intense international pressure should it not ratify the protocols. Time and again, Turkey has proven its immunity from pressures applied by other countries, including the United States, as was the case on the eve of the Iraq war when Turkey refused to allow U.S. troops to cross its borders to enter Iraq. If pressured from the outside, Turkish leaders will simply blame Armenia, by pointing out that it has not made any concessions on Artsakh, thereby making it impossible for the Turkish Parliament to ratify the protocols. Armenian officials have repeatedly stated that the Artsakh negotiations are unrelated to the protocols and that the Armenian Parliament would not ratify the protocols before Turkey, adding that they would scrap the agreement if Turkey failed to act in a “timely” manner. It remains to be seen whether Armenia will keep its pledge of not making any territorial concessions on Artsakh; and should Turkey refuse to ratify the protocols after the lapse of several months, will Armenia’s leaders have the courage to declare the signed protocols null and void? дерзай
  5. Dadrian: The Current Turkish-Armenian Protocols Prof. Vahakn Dadrian There are three elements in the new Turkish initiative calling for Attention: 1. The protocol on establishing diplomatic relations stipulates “commitment…for the principles of…territorial integrity and inviolability of frontiers.” It also requires “the mutual recognition of the existing border between the two countries as defined by the relevant treaties of international law.” In other words the stipulation is based on the latter part of the paragraph whose basis is a misconstrued, if not faulty, interpretation of a definition of what it calls “relevant treaties of international law.” The fact is, however, that “international law” was seriously encroached upon by the signing of these “relevant treaties.” Involved are here: 1. The Treaty of Moscow, signed in Moscow on March 16, 1921 between RSFSR (Russian Socialist Federated Soviet Republic) on the one hand, and (Kemalist) Turkey, on the other. The other, no. 2, the Treaty of Kars, was signed some seven months later, i.e., on October 13, 1921, between (Kemalist) Turkey, on the one hand, and the three Soviet Republics of Armenia, Georgia and Azerbaijan, on the other, with the participation of RSFSR. The cardinal fact is that Ankara’s Kemalist Turkey, the signatory of these twin Treaties, at that time, was not a legitimate, functioning government; rather, it was a rebel, improvised governmental set-up in contest with a then legitimately functioning government in Istanbul, then the official capital of the Empire, and ruled by a legitimate Sultan. Consistent with this fact, in a series of governmental as well as court-martial decisions, this legitimate authority on May 24, 1920, issued a death verdict against Mustafa Kemal (Takyimi Vekay-i no. 3864), and 12 days later, June 6, 1920, six of the latter’s cohorts, including Ismet (Inonu), were likewise court-martialed in absentia and were condemned to death. Whether or not Sultan’s government was popular, or its policies were deemed prudent or wise at the time, are issues that are irrelevant here. What is paramount and incontestable, however, is the fact that the Sultan was then the sole legitimate and superordinate authority of the Ottoman Empire — in contrast to the rebel character of the Kemalist government. Accordingly, any agreement, convention or treaty signed with such a government is under international law illegitimate, hence invalid. Thus, from the vantage point of “international law,” the Treaties of Moscow and Kars are bereft of legality and can, therefore, not be treated as legitimate instruments of negotiations. Moreover, the Moscow Treaty is additionally illegitimate by any standard of international law, for the reason that the RSFSR (Soviet Russia) was then not recognized by any nation-state, it then had almost the same status as the revolutionary, rebellious Kemalist regime. (It was only in 1922 when Germany, as the first nation-state, granted de-jure recognition of the Union at Prapallo). As if these legal deficiencies were not enough, Soviet Armenia, on the insistence of the Ankara government’s representatives, was excluded from the negotiations in Moscow that culminated in the Treaty of Moscow on March 16, 1921, these Turkish representatives had adamantly objected to inclusion in these negotiations of any Armenian representative. As a result, the lack of evidence of Armenian participation is one of the most signal features in the protocols of this Treaty. It should be noted in this connection that one of the three Turkish delegates, who prevailed in Moscow for the final drafting of this Treaty, was Colonel, later in the Turkish Republic, Major-General, Sevket Seyfi (Duzgoreu). One of the foremost organizers of the Armenian Genocide, Seyfi distinguished himself in the task of recruitment, mobilization and deployment in the provinces of Special Organization’s killer bands, mostly convicted criminals especially selected and released from the empire’s prisons for this task, they played a major role in the implementation of the genocidal scheme. As to the ensuing Treaty of Kars, again it was the leaders of RSFSR, which assumed responsibility for prevailing upon the three Transcaucasian Soviet Republics to accommodate the Turks, their feeble efforts of some opposition notwithstanding. That treaty in fact materialized as an extension and reconfirmation of the preceding Moscow Treaty thanks to the exertions of the dominant Bolsheviks. It is painful to point out once more the rather treacherous conduct of a certain Budu Mdivani, a Georgian, serving as a communist mediator between the military defeated agonizing Armenians who had welcomed him, and the arrogant, victorious Turks. Instead of serving the interests of his Russian masters in Moscow, he secretly tried to collude with the Turks, urging Kazim Karabekir, their military commander, not to be satisfied with the Arax River as a new frontier between Armenia and Turkey, but rather to push beyond that river deep into Armenia. (Kazim Karabekir, ISTIKAL Harbimiz, the 1969 edition. Istanbul, Turkiye Publishers, p. 952) 2. The protocol no. 2 dealing with the theme of “Development of Relations between Armenian and Turkey” seductively starts as item no. 1 with a promise to “open the common border within 2 months after the entry into force of this Protocol.” Then, under items no. 2 and no. 3 come the two most critical issues preventing the bulk of the Armenian people from considering reconciliation. Through them, the unrepentant heirs of the Great Crime of 1915 are once more seeking to railroad the central issue by way of indirection, covert language and resort to alluring, seductive techniques. The Armenian government should declare unequivocally, if not emphatically, that there is nothing to “examine scientifically” with respect to the matter that covertly but allegorically is called “the historical records.” These records” have been subjected to criminal investigation by a Turkish military Tribunal in the pre-Kemalist, postwar Turkey, 1919-1921. Relying on a vast corpus of authenticated, official Turkish wartime documents, this Tribunal, demonstrated that these “records” were nothing but a repository of incontestable evidence of a gigantic crime, a centrally organized mass murder enacted against the bulk of the Ottoman Empire’s own Armenian citizens. The bill of charges, the key indictment, replete with specific documentary material that constituted the Tribunal’s evidence-inchief renders the resulting series of Verdicts an irrevocable evidence of the comprehensive scale of the wartime extermination. The prosecutors were Turks, the judges were Turks, and equally, if not most important, most of the witnesses were Turks, including the high-ranking military officers. Likewise, the court-martial proceedings were based on Ottoman Turkish domestic penal laws. One would think that a government driven by a sense of Justice would above all tackle these court proceedings in its quest for truth and justice. But, remarkably, there is not only silence about them, but complete silence about the disappearance of the respective trial records following the capture of Istanbul by the Kemalists in the Fall of 1922. The proposal of enlisting commissions to “study” the problem and “formulate recommendations,” has all the sly elements of purposive procrastination, of a gimmick to inject uncertainty, ambivalence, and above all pressure for, ultimate compromise. We see here the use of standards of a “give and take” culture that often determines the outcome of such “commissions” and “sub-commissions,” presumably consisting of people knowledgeable about the Ottoman language. Perhaps the most unusual and, therefore, in a sense, bizarre aspect of this whole protocol, a feature of decades-long official Turkish posture, is the idea that, the Turks, identified with the perpetrator camp, would visit a vis-à-vis those representing the victim of population, and negotiate as co-equals. Underlying this vagary of sheer power play is the fact that Turkey, whether officially or unofficially, is still irrevocably committed to a posture of denial as far as the key element of the crime is concerned, namely, a state-sponsored and state-organized mass murder against her Armenian citizens. Indeed, Articles 300, 309, but especially 301, of Turkey’s current Penal Code, will as long as they are in effect, continue to legitimize and even extol this posture. 3. Given the track record of the Turkish politicians, the heirs of an established and centuries-old Ottoman tradition, it is difficult to resist the temptation to label this entire initiative a clever stratagem to lure the Armenian government into a trap. There is not only a scheme of prolongation of the diplomatic traffic in an atmosphere of continuous uncertainty, as far as a final outcome is concerned (Abdul Hamid skilfully used this tactic when confronting the European Powers, which were pressuring him to finally implement the so-called Armenian Reforms — in Turkish it is called Ovalamak), but also an underlying design to promptly wrest from the government of Armenia, a long-cherished concession: the formal recognition of the existing borders between Armenia and Turkey. Secondly, there is Turkey’s looming goal of joining the European Union. Turkey needs to preserve the appropriate façade of conciliatoriness that is but expected of a candidate worthy of becoming an integral part of a civilized Europe. When reinforced by the possession of significant strategic assets and the leverage of distinct military power, however, such facades can prove very functional. The situation becomes even more enigmatic, if not outright deceptive, when taking into account the pervasive current linkages between the republics of Turkey and Azerbaijan. Knowing the intensity of the latter’s frustrations if not fury, in relation to Armenia, and Turkey’s significant dependence of Azeri oil, not to speak of other kinship ties, are we to believe that the Turkish Republic earnestly and honestly is prepared to cement new ties with Armenia that by definition are bound to hemorrhage its relationship with Azerbaijan? Even though Armenia is, and for the foreseeable future, will remain, more or less isolated, and in some respects even economically handicapped, there is such a thing as the principle of essential national priorities and, consequently, the eternal need for circumspection and exigent vigilance. В рамках национального сбора пожертвований "Телемарафон-2009" в Москве состоялся благотворительный обед-сбор средств 25 октября по приглашению Президента Республики Армения, председателя совета попечителей Всеармянского фонда "Айастан" Сержа Саргсяна в рамках ежегодного национального сбора пожертвований "Телемарафон-2009" в московском отеле "Арарат Парк Хайат" состоялся благотворительный обед-сбор средств, в котором приняли участие порядка 80 армянских предпринимателей проживающих в России. В благотворительном обеде приняли участие также члены совета попечителей Фонда Президент Нагорно-Карабахской Республики Бако Саакян, председатель Национального Собрания Армении Овик Абрамян. Пожертвованные средства будут направлены на программу развития Шуши. Обращаясь к участвующим в мероприятии нашим соотечественникам Серж Саргсян в своем выступлении сказал: "… Как вы знаете, начался ежегодный сбор средств Всеармянского фонда "Айастан", который часто по праву называют также "национальной данью". На этот раз наши пожертвования будут направлены на программы развития города Шуши. Тот Шуши, который был одним из образовательных и культурных центров Восточной Армении, тот Шуши, которым мы всегда гордились, сегодня нуждается в нашей поддержке. В мире, наверное, мало городов, имеющих такую сложную судьбу, как Шуши. В нашем регионе не было такой войны, во время которой серьезно не пострадал бы наш прекрасный город-крепость. Достаточно вспомнить, что в последние двести лет Шуши по крайней мере пятнадцать раз переходил из рук в руки. Этим он в десятки раз дороже для нас. Я призываю вас щедро участвовать в сборе пожертвований, как на протяжении веков подобало нашим филантропам и меценатам. Мы сильны теми несовершеннолетними юношами и девушками, которые один за другим звонят и жертвуют деньги для Арцаха. Всеми теми сынами армянскими, будь они камнетесами, меценатами, или архитекторами, которые в этот момент строят новое здание Матенадарана в Ереване или новую больницу - в Арцахе. Теми, кто от Америки до Индии и Австралии каждое Божье воскресение служат армянскую литургию. Теми, кто не принимает нынешнюю политическую линию Армении, и теми - кто принимает. Теми сынами армянскими, кто физически не с нами, но постоянно присутствуют в нашей духовно-культурной, научной и политической жизни.   8. Арутюн Хачатрян является редактором и независимым журналистом из Еревана. Армянское правительство пытается систематизировать давние экономические связи обширной армянской диаспоры со своей родиной. Краеугольным камнем этой инициативы стало создание Всеармянского банка, который призван стать экономическим локомотивом развития страны. Банк еще не создан, однако ряд ереванских экспертов уже со скептицизмом отзываются о способности банка обеспечить достижение заявленных целей по причине недостаточной ясности концепции. На данный момент за пределами Республики Армения проживает вдвое больше армян, чем в самой стране, население которой составляет порядка 3,2 млн. человек. С 1991 года все президентские администрации Армении пытались поставить экономический потенциал диаспоры на службу Армении в финансировании становления ее государственной инфраструктуры. Администрация Сержа Саргсяна надеется, что создание Всеармянского банка может повысить эффективность использования инвестиций диаспоры. Банк будет решать двойную задачу формирования человеческого капитала армянства и "обеспечения роста конкурентоспособности всего армянства на мировом рынке". Капитализация нового банка. который должен открыть свои двери в январе 2010 года, составит 5 млрд. драмов (около 12,9 млн. долларов), что составляет минимальные требования по капитализации для армянских банков. По словам правительства, оно вложит в банк 20 процентов данной суммы, остальную часть первоначального капитала составят частные источники. Планируется, что Всеармянский банк не будет конкурировать с другими армянскими банками. Но поскольку программа его деятельности все еще находится в разработке, эта идея также еще полностью не проработана. Согласно существующим планам, в банке будет создан совет управляющих, обязанности которого еще предстоит определить. Кроме того, пока неизвестно, каким образом банк будет привлекать инвестиции. Похоже, предполагается, что армянские диаспоры должны счесть своим патриотическим долгом вкладывать деньги во Всеармянский банк. Правда, по словам ряда экспертов, для стимулирования инвестиций необходимо нечто большее, чем один патриотизм. Как полагает председатель ереванского исследовательского центра "Экономика и ценности" Манук Ергнян, хотя патриотично настроенные представители армянской диаспоры и могут согласиться на меньшую прибыль, вложения в банк "должны быть сравнимы по доходности с теми, что имеются в странах их постоянного проживания". В бизнес-плане банка это должно быть учтено, добавил он. Определенным препятствием также является тот факт, что Армения на данный момент не является в целом страной, привлекательной для инвестиций. За первые пять месяцев 2009 года экономика страны сократилась почти на 16 процентов. Согласно последнему прогнозу Международного валютного фонда, спад национальной экономики в этом году составит 15 процентов. Профессор Ереванского госуниверситета Баграт Асатрян, в прошлом председатель Центробанка, полагает, что создание Всеармянского банка может негативно сказаться на общеэкономических интересах страны. "Зачем создавать привилегии для одного армянского банка вместо того, чтобы оздоровить весь инвестиционный климат в стране?" – вопрошает он. Министерство в составе из 100 сотрудников было создано в октябре 2008 года, главным направлением деятельности этого ведомства стало развитие публичной дипломатии с представителями армянской диаспоры. Детальные планы относительно того, на что будут пущены дополнительные бюджетные средства, пока не разглашались. Правда, в последнее время представители министерства возвестили об эффективности реализуемых ими программ обмена. Так, например, в этом году в рамках проекта под названием "Ари тун" (Вернись домой) министерство организовало двухнедельное проживание в армянских семьях 350 молодых представителей армянской диаспоры из 35 стран. По словам официального представителя министерства Тиграна Арутюняна, в следующем году это количество будет увеличено почти вдвое, составив 600 человек. Кроме того, недавно министерство провело две конференции для этнических армянских архитекторов и юристов, на очереди съезд кардиологов. Ряд экспертов задаются вопросом, не повредят ли меры администрации Саргсяна по примирению с Турцией на предпринимаемых ею шагах по укреплению связей между Ереваном и представителями диаспоры. Несмотря на частые сообщения в прессе об организуемых диаспорой акциях протеста против сближения между Арменией и Турцией, представитель министерства Арутюнян подчеркивает, что "интерес армян-иностранцев к своей родине ничуть не упал". дерзай

  10. В Баку вчера состоялось заседание Совета министров иностранных дел стран – участниц Организации черноморского экономического сотрудничества (ОЧЭС). На нем российскую делегацию возглавлял первый заместитель министра иностранных дел Андрей Денисов. В рамках заседания были рассмотрены вопросы развития экономического сотрудничества в Черноморском регионе, практические шаги по углублению регионального сотрудничества. Мероприятие проходило на фоне осложнения отношений Азербайджана и Турции. До вчерашнего дня председательствовал в организации Азербайджан, который, по словам министра иностранных дел Эльмара Мамедъярова, за прошедший период выступил с рядом инициатив по усилению эффективности деятельности организации и созданию хорошего диалога между странами – участниками ОЧЭС. Однако, несмотря на все эти усилия, преодолеть все барьеры в этом направлении пока не удается, не говоря уже о том, что между членами организации – Турцией и Арменией, а также Азербайджаном и Арменией – по известным причинам отсутствуют дипломатические отношения и экономические связи. В отдельных случаях возникают и чисто экономические вопросы, затягивание решения которых делает невозможным реализацию проектов, имеющих стратегическое значение. Например, уже несколько лет Баку и Анкара не могут договориться о тарифах за поставляемые Азербайджаном газ в Турцию и голубое топливо, которое намерены купить у Баку ряд европейских стран – Италия, Греция, Болгария, Румыния, Германия и другие. До сегодняшнего дня Турция покупает у Азербайджана газ по 120 долл. за 1000 куб. м. Азербайджан же выступает за пересмотр этой цены исходя из международно принятой нормы. Наряду с этим Анкара запрашивает необоснованно высокие тарифы за прокачку азербайджанского газа на европейские рынки. Несговорчивость Анкары заставила Азербайджан отдать предпочтение иным предложениям, недостатка которых Баку не ощущает. Недавно Госнефтекомпания Азербайджана (ГНКАР) и «Газпром» подписали соглашение о купле-продаже 500 млн. куб. м газа с условием, что объемы эти могут быть увеличены. Наряду с этим ГНКАР присматривается к иранскому рынку и рассматривает возможность строительства нового газопровода в Грузию и строительства здесь предприятия по сжижению газа с дальнейшей его поставкой в Румынию и Болгарию. Как заявил «НГ» руководитель Центра нефтяных исследований Илхам Шабан, если Турция в ближайшее время не изменит свою позицию в продолжающихся переговорах, то она не сможет рассчитывать на дополнительные объемы азербайджанского газа, который будет добываться с месторождения Шах-Дениз. Следует заметить, что отсутствие покупателя вызывает серьезное беспокойство Баку, ибо запаздывание с санкционированием второй стадии разработки Шах-Дениза лишает сегодня страну от 20 млрд. долл., которые готовы инвестировать в этот проект иностранные компании. Но поставки энергоносителей – единственная область, в которой у двух стран в последнее время нет взаимопонимания. Накануне Турция направила Азербайджану ноту в связи с тем, что перед ее дипломатическим представительством в Баку были спущены турецкие флаги. В МИД Азербайджана, как вчера сообщило АПА, заявили, что готовят ответ на претензии Анкары. Инцидент, который вызвал недовольство турецкой стороны, произошел утром 21 октября. Турецкие флаги, вывешенные у здания совета по религиозным делам при посольстве этой страны в Баку, были убраны.   11. Открытие станции Ахурян на армяно-турецкой границе состоится через месяц. Об этом на пресс-конференции в Ереване сообщил генерального директора ЗАО «Южно-Кавказская железная дорога» Шевкет Шайдуллин. «После ратификации подписанных в Цюрихе между главами МИД Армении и Турции Протоколов у нас будет проведено соответствующее совещание с турецкой стороной, по результатам которого будут четко отработаны условия железнодорожного сообщения», - сказал он. В этом контексте Шайдуллин пояснил, что в условиях открытия границы необходимо будет создать новый формат взаимоотношений, поскольку со странами СНГ, и в частности с Грузией, ЮКЖД работает «в так называемом формате СНГ». Гендиректор ЮКЖД также добавил, поскольку Турция присоединилась к Конвенции о ж/д перевозках (КОТИВ), то и Армении в лице ЮКЖД придется к ней присоединиться. Помимо этого Шайдуллин отметил, что главная задача состоит не только в открытии станции Ахурян, «главное – правильно войти в коридор Европы, Кавказа и Азии», что позволит Армении стать частью международного логистического центра. На этом направлении, по его словам, будет задействовано порядка 70 вагонов и обеспечено соответствующее перемещение. В связи с активизацией диалога между Арменией и Турцией по возобновлению дипломатических отношений и восстановлением железнодорожного сообщения между двумя странами ЗАО «Южно-Кавказская железная дорога» приняло решение о создании дочернего предприятия для организации Международного логистического центра. Задачей центра будет являться формирование системы организации перевозок по наиболее оптимальному маршруту, в кратчайшие сроки, с минимальными затратами, а также с минимальным вредом для объекта доставки. Идея создания предприятия уже одобрена высшим руководством ОАО «Российские железные дороги». ЗАО “Южно-Кавказская железная дорога” является 100% дочерней компанией ОАО “Российские железные дороги”. Armenia will not reach a higher level of development unless its leadership changes the “oligopolistic” structure of the national economy, bolsters the rule of law and shows “zero tolerance” of corruption, the World Bank’s managing director warned over the weekend. “I think you can only go so far with this economic model,” Ngozi Okonjo-Iweala told a news conference in Yerevan. “Armenia is a lower middle-income country. If it wants to become a high-income or upper middle-income country, it can not do so with this kind of economic structure. That is clear.” The unusually blunt message came on the second day of Okonjo-Iweala’s visit to Armenia during which she met with Prime Minister Tigran Sargsyan and local business and civil society representatives and toured several rural communities to inspect the implementation of infrastructure projects financed by the World Bank. She also had a lunch meeting with President Serzh Sarkisian on Sunday. The Armenian authorities’ efforts to mitigate the effects of the global financial crisis on the country was the main focus of the talks. Okonjo-Iweala reaffirmed the World Bank’s strong support for their anti-crisis measures which has translated into the disbursement of over $200 million in various low-interest loans so far this year. But she also stressed that the recession has exposed “some vulnerabilities” of the Armenian economy that need to be urgently addressed. “Looking to the future, it is very clear that if Armenia is to come out of the crisis well and grow in the future, it has to confront some central challenges,” said Okonjo-Iweala. “It has to confront a challenge of competition. The economy needs to open up to more competition.” “You strongly have to work to make sure that the economy is not captured by oligopolistic structures,” she added, apparently alluding to the fact that many forms of large-scale and lucrative economic activity in Armenia have been effectively monopolized by a small number of wealthy individuals and their government patrons. Okonjo-Iweala also called for a sweeping reform of tax and customs administration, the creation of a “strong and independent judicial system” as well as a tough fight against government corruption. “You have to fight corruption very strongly if this economy is to have a chance to grow in the future,” she stated. The Armenian authorities claim to have stepped up their anti-corruption efforts in recent years, adopting various anti-graft programs and forming special bodies tasked with their implementation. However, corruption watchdogs and other civic group see no significant decrease in the scale of corrupt practices among various state officials. In particular, the Armenian affiliate of the Berlin-based Transparency International believes that the country’s rulers are inherently disinterested in combating graft because they themselves have extensive business interests and are heavily reliant on the political backing of “oligarchs” enjoying privileged government treatment. Indeed, many government, law-enforcement and other officials in Armenia own lucrative businesses, both directly and through their cronies, and/or share in the profits of other firms sponsored by them. When asked to comment on the perception that the Armenian leadership has a vested interest in preserving the existing economic system, Okonjo-Iweala said, “I think this is a question that the Armenian people will also have to work on and decide for themselves. But obviously … it will be in the self-interests of everyone in the country, both policy-makers and citizens, if more competition is introduced.” The number two figure in the World Bank leadership suggested that Prime Minister Sargsyan is “strongly wishing to move on reforms.” “I think he fully realizes that these challenges are there and that if they are not tackled it will be an impediment for the economy,” she said. Sargsyan’s commitment to reform is also acknowledged by local commentators. However, few of them think that the former governor of the Armenian Central Bank has the political clout and power to affect the kind of changes that are sought by the World Bank. A statement issued by the Armenian government after Sargsyan’s meeting with Okonjo-Iweala on Saturday said the premier briefed her on “the course of ongoing reforms that are primarily aimed at improving tax and customs administration. He said she success of those reforms would significantly improve country’s business environment and expressed readiness to engage foreign experts in their implementation, the statement said. “You can deal with the technical issues but what you need is a political will to say, ‘Look, we are going to have zero tolerance of corruption in these areas,’” Okonjo-Iweala told journalists the next day. “So we hope the prime minister will get support — and I hope to meet with the president — and that there will be support for this zero tolerance.” Sargsyan declared tax reform a top priority shortly after being appointed prime minister in April 2008. He swiftly managed to reduce, with President Sarkisian’s assistance, bribery and favoritism within Armenia’s notoriously corrupt customs service. However, some local entrepreneurs now say that corruption among customs officials, which is greatly facilitated by their discretionary power to determine the market value of imported goods, has been on the rise this year. “The customs may now be even more corrupt than it was under [former President Robert] Kocharian,” one importer alleged recently. The businessman, who did not want to be identified, told RFE/RL that local firms importing goods can easily contact intermediary firms that can help them pay less import duties in return for a cash payment. Those firms have close ties with the leadership of the State Revenue Committee (SRC), he claimed. Only one Armenian businessman has made such allegations publicly to date. Gagik Hakobian, one of the owners of the Royal Armenia coffee packaging company, claimed in 2004 to have been offered to engage in a fraud scam with senior customs officials, including Gagik Khachatrian, the current SRC chief. И в случае с «Мотовело», и в случае с «Лучом» эксперты подозревают, что интерес к ним в первую очередь объясняется высокой стоимостью земель, на которых стоят эти заводы.   15. The Wrench Between the Gears of the Protocols: Direct Action Gets the Goods By Babken DerGrigorian October 10th will be a date that goes down in infamy for all Armenians. It’s placed on the mantle next to April 24th, December 2nd, December 7th, March 1st, & October 27th. These protocols undid with the stroke of a pen, what generations of Armenian activists have fought for; it undermined the national interests of the Republic of Armenia; it undermined our political capital in Washington; it undermined the self-determination of the Republic of Nagorno-Karabakh. You know this, and I know this. But as the entire Armenian Nation across the world stands in disbelief, there is one question on our mind that we have a hard time coming to terms with: ‘Why?’ I would like to offer some thoughts of reflection, as well as some thoughts on moving forward. As soon as the intentions of the protocols were made public, Armenian communities all over the world condemned them, and when President Serzh Sarkisian came for his Pan-Armenian tour, we all mobilized in the hundreds of thousands to show our opposition. One thing was done very well: unification. The voice of the Armenian people was a unified ‘Voch’ (No). From Paris, to New York, to Los Angeles, to Beirut, and especially in Yerevan, we said No and the Armenian Government knows this. Yet despite this unified stance against the protocols, they were signed nonetheless. It is clear from these actions that the government of Armenia does not represent the Armenian people–and really, why should they? The Armenian people didn’t elect this government. Setting aside presumptive arguments on dual citizenship, even the Armenian people in Armenia didn’t vote for them, lest we forget the tragic events of March 1st 2008. The Republic of Armenia lacks basic democratic values of government accountability. This is not news, nor is it shocking, yet we have collectively shied away from this ‘inconvenient truth’ for years, especially when the Armenian Revolutionary Federation (ARF) was part of the ruling coalition. Fine; there are arguments on both sides on whether this was or wasn’t justified given the political realities of the time but one thing is certain, it came back to bite us in the proverbial ass. Let’s be frank. While we made a lot of noise, we failed because the protocols were signed. The protests were great for way to deal with our emotional outrage, but it didn’t change anyone’s mind. The protocols were signed. The hunger strikers were some of the bravest members of our community. Their dedication was inspiring and we are all extremely proud of their work, but the protocols were signed. We gave passionate speeches and pleaded with Serzh, but the protocols were signed. The ARF threatened to, and then did, resign from the ruling coalition but the protocols were signed. The protocols were signed, the protocols were signed, the protocols were signed ! Which brings us back to the question, why? It’s not because we didn’t want it (derailment of the process) bad enough. Nothing says dedication more than 35 youth hunger striking for over 100 hours. The protocols were signed because we lacked the strategic points of intervention. Plain and simple. What does this mean? It means our actions lacked sufficient leverage to cause the change we wanted. Were they useless? Of course not! But were they successful? Unfortunately, the answer to that is also no, at least in the short term. The problem of leverage in the Armenian Government is something the Diaspora has had to figure out for the past 20 years. One such solution to this was to include the ARF in the ruling coalition, despite its proportionally low representation in the parliament. It gave the Armenian Government political capital because of the ARFs transnational nature, and it gave the Diaspora a stake in the government and influence in its policies. Yet ever since the turbulent beginnings of the Sarkisian Administration, the government has made it clear that it seeks to shake itself of this ‘external’ influence. At a time when the undemocratic Government of Armenia is acting against the national interests of the country, I say it’s time for the ARF to embrace its position as Armenia’s natural opposition whole heartedly, and challenge power effectively. As a transnational opposition, the ARF has much to gain from bringing about true democratic reforms in the country and is uniquely situated to be successful at such a movement. I believe the signing of these protocols opens a new chapter in Armenian politics, one that is rooted in democracy. Because the real issue at hand is not the protocols, it’s the accountability of the Armenian Government to the Armenian people. In case there is any doubt in anyone’s mind, ask yourself this question: Had Armenia held free and fair elections, had the events of March 1st not occurred, would the protocols have been signed, or even existed? But that’s all water under the bridge, what’s done is done. What we should be asking is, “What now?” First thing we need to do is realize that we have more leverage points than meets the eye. While protesting Serzh didn’t change his mind, barricading the Genocide memorial to not allow a photo opportunity is a prime example of a successful and strategic intervention using direct action. It worked! What if we barricaded ourselves to the doors of the consulate? What if we barricaded ourselves to the doors of the Beverly Hilton. The tactics of non-violent direct action (NVDA) that have been carefully developed by scholars such as Gene Sharp and perfected by activists all over the world would do us much good and will become more relevant as we fight for an accountable Armenian Government. It goes without saying but our sisters and brothers in Armenia have the most leverage to gain and exploit by utilizing these tactics, so long as it is part of a larger strategic vision. Let us be responsible organizers here with a few words on direct action. NVDA is a tactic, not a strategy. It should only be used if it moves you closer to your goal. We should not elevate a tactic to the level of a strategy. If it doesn’t suit your purpose, then shake off the romantic feelings of barricading yourself. If you don’t the cops certainly will. But let’s also acknowledge and put into practice the scores of scholarly work on power and social movements that present compelling arguments for pursuing this path. Gene Sharp’s work on such topics has been translated to over 30 languages, including Azeri, Farsi, and Georgian, and has been cited by the US Institute of Peace as the intellectual groundwork responsible for the success of the OTPOR movement in Serbia, which galvanized an entire country to remove Slobodan Milocoviç from power. And let us not forget the works of Ghandi and his salt marches, or the now legendary events of Seattle ‘99, where the World Trade Organization rounds were successfully halted by activists due to strategic uses of NVDA. Indeed, NVDA has proven to be most successful when the adversary lacks mechanisms of accountability. I believe we’re at a stage now, where these tactics will increasingly be more useful and will bear fruit for our cause in opening up larger political leverage points, especially by our sisters and brothers in Armenia. As soon as we pick up our collective jaws off the floor, I hope we can start to think strategically about what our next steps are, and how we can use our community’s social and financial power to increase our leverage against the unaccountable, undemocratic, government of Armenia. дерзай

  19. Вечером 8-ого октября в результате автокатастрофы скончался депутат НС РА, член РПА Мелик Гаспарян. Катастрофа произошла на автотрассе Чаренцаван-Ереван. Гаспарян был на машине марки Brabus. Гаспаряна срочно перевели в больницу города Чаренцаван, но спасти его не удалось. Вместе с Меликом Гаспаряном в машине находился владелец компании “Макс Груп”, депутат Хачик Манукян, который в тяжелом состоянии был переведен в больницу. В 2001 году было совершено покушение на депутата Мелика Гаспаряна: была взорвана его машина. Мелик Гаспарян родился 2 января 1951 года в селе Мец Мазра Варденисского района. 1999-2003 гг. - депутат НС (избирательный округ N 45). Являлся членом Постоянной комиссии по финансово-кредитным, бюджетным и экономическим вопросам, затем членом Постоянной комиссии по обороне, национальной безопасности и внутренним делам НС. Член депутатской группы "Стабильность", переименованной в июле 2001 г. в "Аграрно-промышленное народное объединение". 12 мая 2007 г. избран депутатом НС по пропорциональной избирательной системе от Республиканской партии Армении.   21. Сегодня в Кишиневе состоится очередная встреча президентов Азербайджана и Армении Ильхама Алиева и Сержа Саргсяна по урегулированию армяно-азербайджанского, нагорнокарабахского конфликта. На фоне последних событий к этой встрече приковано внимание не только политического истеблишмента Азербайджана и Армении, но и всех стран, заинтересованных в урегулировании затянувшегося конфликта. Накануне очередного раунда переговоров официальный Баку очертил свою позицию, которую намерен отстаивать. «Ситуация непростая. 100-процентного одностороннего решения у конфликта нет. Есть только компромиссный вариант решения, и Азербайджан уже изложил перечень своих компромиссов», – заявил журналистам замминистра иностранных дел Азербайджана Араз Азимов. При этом он отметил, что в качестве компромисса Азербайджан готов предоставить высокий статус самоуправления Нагорно-Карабахскому региону и выступает за решение конфликта на основе трех принципов – неприменения силы и угрозы силы, обеспечения территориальной целостности Азербайджана и права народов на самоопределение, взятых в качестве базовых сопредседателями Минской группы ОБСЕ. «Азербайджан, идя на эти компромиссы, зашел на середину моста и ждет, что Армения тоже отойдет от своего максимализма и подойдет к середине», – сказал замминистра. Между тем из заявлений Араза Азимова стало понятно, что ожидать быстрого решения вопроса не приходится. «Предмет предстоящих переговоров известен, некоторые из тем будут обсуждаться более плотно, им будет уделено больше внимания. А некоторые, возможно, будут оставлены для обсуждений на последующих этапах», – сказал дипломат, отметив, что ситуация в переговорном процессе сложилась непростая. По его словам, урегулирование конфликта предполагает цепь последовательных шагов: освобождение Арменией всех оккупированных районов, возвращение туда азербайджанских беженцев, обеспечение нормального сосуществования азербайджанской и армянской общин Нагорного Карабаха, после чего предстоит определение статуса этого региона. «Эту логику невозможно и недопустимо изменить или повернуть вспять. Изгнание азербайджанцев из Нагорного Карабаха произошло в результате этнической чистки, без ликвидации последствий которой определение статуса региона невозможно», – заявил Азимов. Между тем, как отмечают местные аналитики, нерешенность этого конфликта наносит большой урон развитию всего региона, и в первую очередь Армении, которая после августовских событий прошлого года в Грузии лишилась без малого всех транспортных коммуникаций с внешним миром. В этих условиях урегулирование конфликта и быстрейшее решение проблемы Лачинского коридора, соединяющего Нагорный Карабах с Арменией, приобретают большую важность. Азербайджанская сторона считает, что если Армения проявит конструктивизм в процессе урегулирования конфликта, то значимость этой дороги может выйти на региональный уровень. Обосновывая свою точку зрения, Баку объявил о возможности связывания этой дорогой Азербайджана, Армении и Турции через Нахчыванскую Автономную Республику. В свою очередь, в Ереване, соглашаясь с тем, что проблему Нагорно-Карабахской республики (НКР) можно решить только путем компромиссов, указывают на то, что компромисс в представлении азербайджанской стороны заключается в односторонних уступках: возвращение территорий, беженцев, Лачинского коридора и т.д. «А что взамен? Ничего. Ведь даже гипотетический референдум по статусу НКР нельзя провести собственно на территории НКР, а, согласно Конституции Азербайджана, только во всей стране. При этом Баку заявляет, что Конституцию менять не собирается, то есть взамен реальным уступкам Баку предлагает провести плебисцит с предопределенным исходом», – говорят в Ереване. Президент Армении Серж Саргсян, в эти дни целиком погруженный в проблему урегулирования армяно-турецких отношений и колесящий по всему свету для встреч с влиятельными армянскими диаспорами, протестующими против подписания соглашений с Турцией, комментируя предстоящую в Кишиневе встречу с Ильхамом Алиевым, был лаконичен: «Никаких документов по НКР подписано не будет. Проблема далека от решения». Наблюдатели не исключают, что жесткое заявление армянского лидера связано с мощнейшей атакой оппозиции, диаспоры и части общественности в связи с нормализацией отношений с Анкарой. На этом фоне говорить о близкой развязке карабахского конфликта – вызвать новый шквал обвинений и подозрений в уступках. Теперь уже Азербайджану. При этом в экспертном сообществе Армении весьма эмоционально обсуждается выступление президента Азербайджана на прошлой неделе в Нахичевани, где проходил форум лидеров тюркоязычных государств. Обращаясь к гостям, Ильхам Алиев заявил, что «сегодня Нахчыванская Автономная Республика отделена от Азербайджана исконно азербайджанским Зангезурским районом, сейчас находящимся в Армении». В употребленных словах «сегодня» и «сейчас» в Армении увидели угрозу безопасности страны и непризнание нынешних границ республики, что никак не может повлиять плодотворно на армяно-азербайджанский переговорный процесс по НКР. бизимдир

По свидетельству журналистов, доказательством этого факта служит фотография паспорта иранского лидера, сделанная во время выборов в прошлом году. В частности, на снимке журналисты разглядели настоящую фамилию семьи президента Исламской Республики – Сабуриджиан, которая является распространенной среди иранских евреев, проживающих в селении Арадан, в котором и родился Ажмадинежад. По утверждению издания, родители нынешнего лидера Ирана в 1950-х годах переехали в Тегеран, где приняли ислам и сменили фамилию. Ахмадинежад, в свою очередь, никогда не отрицал факт переезда своей семьи, но ни разу не упоминал о смене религии. В интервью “НГ” президент Института Ближнего востока Евгений Сатановский заявил, что информация о происхождении президента не является сенсацией. Еще задолго до президентских выборов представители лагеря консервативного исламского духовенства неоднократно заявляли, что Ахмадинежад, будучи этническим евреем по происхождению, слишком пылко дистанцируется от Израиля и евреев. Подобная агрессивная позиция не только не нужна, но и втравливает Иран в ненужную схватку с Израилем, подставляя тем самым его ядерную программу, считали они. Однако в то время к заявлениям исламского духовенства о происхождении иранского лидера не отнеслись серьезно. Сейчас же, имея фотодокумент, достаточно трудно поспорить с происхождением президента Исламской Республики. Теперь становится понятен антисемитизм Ахмадинежада: он носит исключительно личный характер и вызван своеобразным комплексом вины за свое происхождение, а антиизраильскими заявлениями иранский лидер пытается как бы “загладить свою вину перед исламом”, утверждает Сатановский. Ахмадинежад, видимо, предчувствуя компрометирующую публикацию в западной прессе, еще в субботу, выступая на ассамблее Иранского союза работников радио и телевидения, раскритиковал иностранные СМИ, заявив, что их единственной целью является политическая пропаганда по сценариям, утвержденным западными правительствами. Также иранский лидер обвинил западные СМИ в предвзятом отношении к обнародованию иранским правительством информации о существовании второго завода по обогащению урана. Иранские СМИ до сих пор не прореагировали на скандальную статью в британской прессе, а сам Махмуд Ахмадинежад никак не прокомментировал публикацию в Daily Telegraph. дерзай
