Խունթան ՀՀ-ից իսպառ արմատախիլ անել

Վտարանդի գրողների խոսքը ընդիմադիր ուժերի կոնգրեսում

Հայրենակիցներ,

Անունս Արմեն Մելիքյան է: Լիազորված եմ Վտարանդի հայ գրողների և մտավորականների միության անունից ձեզ փոխանցելու այս հայտարարությունը:

Մեր անվանումից կարծում եմ արդեն կռահեցիք, որ Հայաստանում քաղաքական հալածանքի ենթարկված մի խումբ գրողներ և մտավորականներ ենք: Մեզանից ոմանց սպասվում է ձերբակալություն, քրեական հետապնդում ու բանտարկություն Հայաստանի Հանրապետություն ոտք դնելու պահին իսկ:

Դեռ 2006 թվի նոյեմբերին ողջ հայությանը ուղղված` մեր «Ահազանգ» փաստաթղթով, որը լույս տեսավ հայերեն, անգլերեն ու ֆրանսերեն լեզուներով և որին իրենց ստորագրությամբ զորակցություն հայտնեցին 18 ազգերի շուրջ 120 գրողներ, մտավորականներ, արվեստագետներ և այլ բնագավառների ներկայացուցիչներ, կանխազգուշացրել էինք Հայաստանի Հանրապետությունում ընթացող վտանգավոր զարգացումների մասին, որոնք, մեր գնահատմամբ, կարող էին հանգեցնել ազգային աղետի, և որը Մարտի 1-ից սկսած ներկա զարգացումների լույսի տակ կարևորագույն նշանակություն է ստանում:

Հակառակ նման աննախադեպ իրադարձությանն ու դրան դիմագրավող մտավորական բուռն հակադարձությանը, Հայաստանի Հանրապետության մամուլն ու ԶԼՄ-ները, բացի մեկ բացառությունից, լռեցին: Լռեց նաև սփյուռքահայ մամուլը` հայ անկախ գրողին ու մտավորականին բաժին հասած հալածանքն ու ՀՀ-ում ազատ խոսքի ու ժողովրդավարական առողջ մթնոլորտի ձևավորման խնդիրը համարելով երկրորդական:

Նման, մեղմ ասած, տգետ մոտեցումը ունեցավ մեր կողմից կանխատեսված արդյունքը, որը իր լրումին հասավ Մարտի 1-ի դեպքերով:

Հայրենակիցներ,

Առաջնատար է մտավորականների և նամանավանդ գրողների ու հրապարակախոսների դերն ու նշանակությունը ցանկացած ազգի բնականոն զարգացման գործընթացում: Նրանք, իրենց գործունեության բերումով` արտացոլելով ժողովրդի հոգևոր ու բարոյական իրավիճակը, բացահայտում են ազգի իսկական կարիքներն ու իղձերը: Հանրույթի այս հատվածի գործունեության շնորհիվ է կազմավորվում այն, այսպէս կոչված, ազգային նպատակը, առանց որի անհնար է ազգի բնականոն զարգացումը: Եվ պատահական չէ, որ բոլոր բռնատիրություններում, որտեղ նպատակադրվում է խոչընդոտել հանրույթի բնականոն զարգացումը, առաջին հերթին ոչնչացվում է նրա մտավորականությունը (մտավորականություն ասելով` նկատի չունեմ բռնապետների համհարզներին): Փաստորեն գլխատվում է տվյալ ազգը, որպեսզի վերացվի նրա ազգային զարգացման նպատակը:

Հայրենակիցներ,

Վտարանդի հայ գրողների և մտավորականների միությունը, բոլոր այն կազմակերպություններին, մամլո և հեռուստատեսության միջոցներին, ովքեր լռեցին հայ գրողի վրա ձեռք բարձրացնող վարչախմբի քայլերի դեմ, մեղսակից է համարում 2006 թվի նոյեմբերից ցայսօր ՀՀ-ում տեղի ունեցած բոլոր քաղաքական հետապնդումներին, Մարտի 1-ի արյունալի դեպքերին, ՀՀ-ում բռնատիրական իշխանության հաստատման ու ամրապնդման մեջ, և համայն հայ ժողովրդին կոչ է անում համապատասխան գնահատական տալ նրանց ղեկավարների կամ խմբագիրների գործունեությանը: Զարմանալի չէ, որ այս նույն կազմակերպությունների, մամլո ու հեռուստատեսության ծրագրերի ղեկավարներից շատերն այսօր դարձել են ՀՀ-ն զավթած խունթայի մունետիկները:

Այս պահին, կենտրոնանալու համար մեր առջև դրված խնդիրների վրա ու սահմանափակվելով այս մի քանի րոպեներով, առանձնացնում ենք երեք ռազմավարական հրատապ հիմնախնդիր:

Առաջին: Պայքար` չեզոքացնելու խունթայի արտերկրյա կառույցները ու դրա հենարանները հանձինս որոշ կազմակերպությունների:

Երկրորդ: Պայքար` խունթան զրկելու իր տնտեսական լծակներից:

Երրորդ: Պայքար` վնասազերծելու հայ եկեղեցվո վերջերս ունեցած բացասական ու պառակտիչ քաղաքական գործունեությունը:

Առաջին հարթակում` հատկապես ի նկատի ունենք Հայ Հեղափոխական Դաշնակցության մեզ համար անընդունելի գործունեությունը, որով արդեն տասը տարի շարունակ, «իմաստնություն» խաղալով, օր ավուր ապակողմնորոշում է արտասահմանի հայությանն ու ժողովրդավար պետություններին` ՀՀ-ում գոյություն ունեցող իրավիճակի մասին: Անընդունելի ենք համարում նաև` իրեն ժողովրդավարության խոսնակ ներկայացնող Ամերիկայի հայկական համագումարի գաղջ պահվածքը: Նույնը կարելի է ասել Հայ բարեգործական ընդհանուր միության մասին:

Վտարանդի հայ գրողների և մտավորականների միությունը, ինչպես անցյալում, այսօր ևս հորդորում է այս կազմակերպություններին վերանայել իրենց վերաբերմունքը խունթայի նկատմամբ և մասնակից լինել դրա մեկուսացման ու ՀՀ-ից վտարման գործընթացին:

Աններելի և պախարակելի ենք համարում Ամենայն Հայոց Կաթողիկոսի կողմից` նախքան ընտրությունների պաշտոնական արդյունքների հրապարակումը` դեռ չընտրված նախագահին ուղղված շնորհավորական խոսքը, որը միտում էր իրավականություն շնորհել ազգի գլխին փաթաթված վիշապի իշխանությանը:

Աններելի ենք համարում ԱՄՆ-ում հայ եկեղեցվո զույգ թեմերի մասնակցությունը վերոնշյալ երեք կազմակերպությունների կողմից անօրինական իշխանությունների ճանաչմանը միտող միացյալ հայտարարությանը: Անընդունելի ենք համարում նաև հայ եկեղեցվո միջոցով մեր ազգի ստրկացումը մի կուռքի ու դրա հետնորդների ժամանակավրեպ, զառանցական ու կործանարար գաղափարախոսությանը, որի արդյունքում մեր ազգի նոր սերունդը օտարվում է ամենայն հոգևորից:

Հետևաբար, առաջարկում ենք,

1) Վերոնշյալ կազմակերպությունների քաղաքական գործունեությունը շրջանցելուն և դրանք չեզոքացնելուն միտող միջոցների քննարկումը այս ձեռնարկի շրջանակներում: Ըստ մեզ, գոյություն ունեն համապատասխան ազդու միջոցներ, որոնք կարող են հանգեցնել ժողովրդավար երկրներում գործող ա՛յն կազմակերպությունների լիակատար չեզոքացմանը, որոնք կշարունակեն այս կամ այն ձևով օրինականություն վերագրել ՀՀ-ի ներկա վարչակարգին:

2) Քննարկել այն առևտրական հաստատությունների բոյկոտումը, որոնք իրենց ծանուցումներով ծառայում են ԱՄՆ-ում խունթայի մունետիկների շահերը ներկայացնող ԶԼՄ-ների գոյատևմանը, ինչպես նաև` խունթայի կողքին կանգնած սակավապետների արտածումների բոյկոտումը Սփյուռքում:

3) Զույգ կաթողիկոսներին հորդորել կանգնել ժողովրդի կողքին: Հորդորել նրանց նաև դադարեցնել, ՀՀ-ում թե այլուր, ուսումնական համակարգի, հեռուստատեսային ծրագրերի ու այլ միջոցներով հայ մատղաշ սերնդի ստրկացումը ժամանակավրեպ, իբր հոգևոր գաղափարախոսությանն ու դրա խորհրդանիշներին, անհապաղ ձեռնամուխ լինելով հայ եկեղեցվո գաղափարական վերակերտմանը: Հակառակ դեպքում` պահանջել կաթողիկոսների հրաժարականը:

Վտարանդի հայ գրողների և մտավորականների միությունը դիմում է ձեզ` քաղաքական գնահատական տալ գրողներիս նկատմամբ կիրառվող բռնություններին, դատապարտել Հայաստանի գրողների միության և մյուս այսպես կոչված ստեղծագործական միությունների լկտի մասնակցությունը պետական քարոզչամեքենայի` գրողներին ու այլ ազատ ստեղծագործողներին բարոյազրկելու ու փաստացի աքսորի մեջ պահելու ջանքերին, դիմել բոլոր կառավարություններին ու միջազգային տարբեր կառույցներին` ապահովելու գրողներիս ու բոլո՛ր վտարանդիների վերադարձը հայրենիք` մեր անմիջական մասնակցությունը բերելու համար ազգակերտման գործընթացի բախտորոշ այս հանգրվանին:

Նկատի ունենալով, որ ՀՀ-ում իշխանափոխության օրինական բոլոր միջոցները իսպառ վերացվել են, Վտարանդի հայ գրողների և մտավորականների միությունը նախ և առաջ պահանջում է տվյալ իշխանությունների ղեկավարներից`

1) Անհապաղ ազատ արձակել կաշառաբաշխ, ահաբեկիչ, և խոսքի ազատության վրա բռնացող իշխանական տարրերի կազմակերպած ընտրական ցուցահանդեսի դեմ բողոքի բռունցք կազմած հայորդիներին, որոնք այսօր գտնվում են կալանքի մեջ:

2) Կամովին հեռանալ իշխանությունից առաջիկա 30 օրերի ընթացքում, ընդդիմության հետ փոխգործակցությամբ նշանակելով փոխանցման ժամանակավոր կառավարություն` մինչև նոր ընտրությունների կայացումը:

3) Վերադարձնել պետական առանձնաշնորհների միջոցով ձեռք բերված ողջ ինչքն ու հարստությունը, նրանց, ընտանիքի անդամների, և վստահված անձանց անունների տակ յուրացված ունեցվածքն ու տնտեսական իրավունքները, ՀՀ-ում կամ արտասահմանում ձեռք բերված գույքն ու պահ դրված ավանդները, ներառյալ դրամատնային գաղտնի հաշիվները:

Այս դեպքում` հաջորդ իշխանություններից պահանջում ենք երաշխավորել նրանց ու ընտանիքի անդամների կյանքի ապահովությունը:

Այլապես` կոչ ենք անում համայն հայ ժողովրդին` բոլոր հնարավոր միջոցներով ձերբազատվել քրեական վարչախմբից, պահանջելով նաև հետագայի իշխանություններից` քրեական պատասխանատվությունից զերծ պահել նրանց, ովքեր կվտանգեն սեփական կյանքը խունթան ՀՀ-ից իսպառ արմատախիլ անելու գործում:

ALARM

The undersigned are intellectuals who have been subjected to political persecution in post-Soviet Armenia. Herewith, we would like to deliver our message to the communities of Armenia and Diaspora, national institutions, cultural organizations, political parties and state bodies, human rights organizations, writers’ unions around the world, as well as the democratic nations which have diplomatic relations with the Republic of Armenia (RA):

1) Armenia is one of those post-Soviet independent republics where tyranny keeps hardening tending to transform into dictatorship. The organized persecution of intellectuals, who dare expose and criticize the ruling junta’s criminal offenses and its large-scale theft of the national wealth, intensifies day after day.

2) The persecution is instructed by the self-declared ruling clan in active cooperation with various state and non-state institutions, including the National Security Administration, the RA Police, Yerevan’s municipal council, the RA Prosecutor’s Office, the Justice Ministry.

3) The undersigned have personally suffered from humiliating oppression carried out by the mentioned bodies. The persecution and oppression are expressed in various forms, such as:

a. Confiscating assets and obliterating all financial means;

b. Expelling from Armenia and hindering any attempt to return;

c. Interfering with the activities of publishing houses and bookstores with the purpose of prohibiting the distribution and reading of our books in the country;

d. Persecuting and terrorizing the people who deal with the publication, distribution or promotion of our books. Specifically, there are cases of unlicensed intrusion into their residences, unsanctioned search of property to confiscate unpublished books, personal documents, steal and damage important information stored in the personal computer, intrusion into media premises to arrest journalists promoting our books or writing articles in our favor;

e. Filing false lawsuits, introducing false witnesses while terrorizing true witnesses and their relatives, wiretapping, issuing assassination threats or threats to imprison, harassing and terrorizing our representatives or attorneys, demanding huge bribes, ordering arrests;

f. Interrogating close friends of the author and luring them to participate in covert operations to assassinate the author by bribing with the author’s own assets in RA or threatening to file lawsuits against them for “treason against Armenia.”

4) We are concerned with the attitude of certain political organizations towards those who practice free speech and generate new ideas in the Armenian reality. We are upset by the consistent propaganda intended to demoralize the writers who fearlessly expose the truth. We address all party leaders and members, expecting them to give an adequate assessment of these measures and stop being the henchmen for the junta’s policy of silencing or subduing the Diaspora.

5) Over the past few years the Armenian mass media has been actively covering issues related to foreign writers who speak against existing taboos in their countries, especially Turkey. Unfortunately, with negligent but respectful exceptions, the intellectuals who try to overcome taboos in the Armenian reality are neglected altogether. Such hypocrisy is acquiescence to the persecution of writers and a case of complicity with the junta.

6) We believe that an immoral regime violating the fundamental rights of its own people is bereft of grounds to demand morality from another state, particularly when genocide recognition is in question.

7) This is a time when the cornerstones of the motherland are laid for future generations, and the activities of such an irresponsible and immoral regime and the organizations supporting it may lead to irreversible consequences. Realizing the paramount importance of building a prosperous motherland and the urgency of preserving the achieved independence today, we address:

a) The Armenians all over the world to attend to the protection of free speech in the Republic of Armenia, as well as the Diaspora.

b) All political organizations to reconsider their policies towards the junta tyrannizing Armenia and terrorizing its intellectuals, to stop being their vassals abroad by disorienting other countries and the Armenians of Diaspora, to stow the constant bawdry and defamation of writers in the mass media.

c) Cultural organizations to apply depoliticized, nonpartisan and unbiased approach to Armenian literature, to pay due attention to writers and artists who are abreast with the times and, why not, to raise the public’s awareness of their message.

d) The Writers’ Union of Armenia to abide by its responsibility to protect the rights of exiled Armenian writers and take firm steps within and outside the republic to stop all forms of overt and covert persecution against them, guarantee their safe return to Armenia to exercise their civil rights.

e) International organizations to take corresponding steps to eliminate any obvious or hidden obstacles infringing upon writers’ rights, and facilitate their return to their motherland.

f) Intellectuals who have suffered from intolerance and persecution under despotic regimes to join our forces and struggle for the right to free speech all over the world.

g) Freethinking Turkish writers to unite in the fight for the abolition of taboos both in Turkey and Armenia with the purpose of establishing real democracy and ensuring writers’ free speech and security.

h) Governmental and non-governmental organizations of the EU, USA, France, Sweden and other democracies. By abusing the diplomatic and economic ties with these democratic countries, the incumbent junta endeavors to gain political capital and ensure the continuity of its power. Any assistance to such antidemocratic and criminal group of people is against the interests of democratic societies. Any external force that indirectly supports the establishment and preservation of the illegal leadership deeply disappoints the Armenian people.

i) The security agencies of democratic countries to expose and persecute the agents and accomplices of the junta operating within these countries who threaten the rights of these countries’ citizens for free speech.
