Program Rationale
”Political Leadership Development–A Basic Course” (PLD-ABC) tested in 2002 both at the national and regional levels confirmed a great interest and “hunger” for knowledge on political background and proficiency that could significantly contribute to the building and maintaining of democratic political systems in the South Caucasus. The program was distributed within the broad political spectrum, with a long-term perspective to achieve a “catalyst” effect by promoting action-oriented approach and refining the projects initiated by the participants over the course of the program.
One result of the evaluation of the first year Program was that the participants’ efforts to realize their action plans were faced with various challenges and pitfalls, due to the shortage of sufficient support and internal resources within their party structures.
Thus to facilitate the adaptation and use of the PLD-ABC course in ongoing national and regional programs, to make it more effective and focused the Forum for the 21st Century Leaders projects holding a course on "Training of Trainers - Political Leadership Development”, designed for South Caucasus training teams that may have been organized to meet the increasing need for qualified trainers in this field and to enlarge and further develop regional network of trainers who have the competence and the motivation to develop and implement advanced training activities for promoting Youth Political Leadership in the Region. The program will provide each country training team with the opportunity to experience the basic course and adapt it to their respective organizations and communities.
Program Objectives
In general, the program aims to produce a multiplier effect and initiate organization of local human resources' capacity to transfer the know-how necessary for the development of democratic political leadership. It also aims to increase the different country training teams' understanding and appreciation of the process of making youth politically responsive and to ensure their synergistic and successful implementation of the customized course in their home countries.
Specifically, the participants shall have:
Ш Gained experience similar to what the targeted participants of the PLD-ABC will be trained on;
Ш Customized PLD-ABC but maintaining its learning outcomes and core messages;
Ш Strengthened their coordination, capability and commitment to deliver their program based on the customized PLD-ABC;
Ш Gained skills in facilitation and action-learning methodology;
Ш Transformed themselves into high performing teams that are proactive and synergistic in managing the customized PLD-ABC and formulated action plan to implement the workshop program based on the customized PLD-ABC;
Ш Had the opportunity to design and run workshops under the guidance of experienced trainers from AMS, the Netherlands.
Program Background and Description
The introductory TOT session held in Tsakhkadzor, June 19-22, 2003, approaches these goals from a macro-perspective; making introduction at global level involving structure, strategy and policy. It put forward the basics of the teaching/learning system and PLD-ABC to deepen participants understanding of key concepts relating to the topics of training process, action-learning and reflection, facilitation, communication and dialogue skills, project development and evaluation. Participants were proposed to design/redesign their trainee/trainer’s vision, define the key issues and priorities, and determine which specific requirements would be put forward for the upcoming Basic TOT Course. They were also given the key SWOT analysis skills and techniques to be applied as a unique tool for drafting their further activities in general, particularly in developing modules and curriculum on Political Leadership Development.
Participants were provided with an updated AMS manual, which covered the topics of the course and describe methodology used during the training.
In the follow-up programme participants were divided into teams to customize PLD-ABC modules and to draft in-country curriculum. This required teams to work together over three months in close consultation with the Programme Director and Faculty.
The Basic TOT Course is projected to held in November 6-10, 2003, Tsaghkadzor, Armenia to revise and to tot up all the efforts and to put forward customized national modules later on to be conducted in-party or cross-party set-up. It will begin with an analysis/evaluation of the outcomes of the first introductory session, as well as the general consultation with the new participants on needs, expectations and contributions and matters relevant to their situation and the people they will later be training. Each participant will be given the opportunity to run a module at the training and to receive constructive peer feedback from other participants and the trainers.
Afterwards the participants back to their countries will work together to start with the process of planning their own PLD workshops to be carried out within the national syllabus in the course of the 2004 Programme Year. Also a report with comments and suggestions about the program benefits and pitfalls, as well as the projected 2004 curriculum and timetable will be concluded and submitted towards the end of the programme.

Working language
The working languages of the Seminar are English and Russian. Participants should be able to communicate fluently in English.
Programme team
The faculty will be composed by trainers and resource persons from the AMS, Netherlands and the Forum for the 21st Century Leaders, Armenia.
The coordination of the Program is proposed to be carried out by the multinational team of the South Caucasus Youth Political Networking

The criteria for participation will be:
Ш Be knowledgeable about training and learning process;
Ш Be motivated and willing to actively train and contribute to the follow-up program;
Ш Have been trained in political leadership or involved in politics-related initiatives in the country;
Ш Have the experience and credibility to train in their respective organizations and communities;
Ш Have the positive attitude and commitment for course assessment, design, conduct and evaluation;
Ш Have an adequate knowledge of the working languages /English, Russian/.

Financial information
Travel Expenses
Travel expenses (on presentation of the relevant receipts) according to the rules of the Council of Europe. Only the costs of those participants who attend the entire study session will be reimbursed. The payment will be made either by bank transfer after the course, or in cash (in EURO) at the end of the course.
Board and lodging
Board and Lodging will be provided and paid by the organisers.
