1. Цель топика

Так как в последнее время поступет много сообщений из Цалки, и так как большинство форумчан не имеет достаточного прeдставления о предистории и о социальном или энтическом контексте событий, мы соствили для Вас хронологию событий с небольшой исторической справкой со ссылками на события на новостных агентствах.

2. Краткая историческая справка

Цалкский район расположен на юго-западе современной Республики Грузия и с географической и этнографической точек зрения состоит из двух частей:

1. Западная часть более гористая и расположена между Ахалкалакским и Богдановским районами (см. карту). Эта часть населена на более чем 90% армянами, и составляет северо-восточную часть армянонаселенного рагиона Джавахк (хотя административно не входит в недавно созданный регион Самцхе-Джавахетия). Армянская часть цалки состоит из 13 деревень с общим населением 12.000 человек. Все школы в армянских селах исключительно армянские, и местное население практически кроме армянского другими языками не владеет.

2. Восточная, низменная часть более ровная и расположена вокруг Цалкского водохранилища (см. карту). Эта часть была населена на более чем 90% греками-урумами и состояла из 26 сел с общим населением более 30.000 человек. Начиная с правления Гамсахурдия, в результате резкого ухудшения эканомического положения и давления со стороны националистических грузинских организаций (нередко применявших насилие над греками) греческое населения эммигрировало в Грецию и на Северный Кавказ. Сейчас в Цалке не более 2.000 греков.

3. Современное пложение района

Сегодня большая часть деревень Цалкскoго района (греческие села) почти пустые и населены немногочисленными оставшимеся греками и недавно приехавшими грузинскими мигрантами, в основном аджарцами и сванами, переселенные в Цалку грузинским правительством из высокогорных районов Грузии в пустые греческие дома в Цалкe. Грузинские мигранты пользуються большой моральной и финансовой поддержкой грузинского правительства, в отличии от армянского джавахского население района, даже самые маленькие проблемы которого не решаються годами и деятилетиями (ремонт дорог, школ или больниц, создание рабочих мест и т. д.). Грузинские мигранты пытаються вести себя с армянами и греками как подлинные хозяева края, что приводит к частым столкновениям на межэтнической основе. Грузинские власти рассматривают каждое из этих столкновений в отрыве от общего исторического, социального и демнографического контекста, и декларируют все такие столкновения “бытовыми ссорами”, в то время как этническая составляюэая конфликтов очевида и подтверждаеться и тем, что армяне и греки района выступают вместе против аджарских и сванских мигрантов.

Tsalka region is located in the south-west area of the modern Republic of Georgia, next to Akhalkalak and Bogdanovka (Ninotsminda) regions. Until 1990’s the population of Tsalka was Greek and Armenian: there were 26 Greek villages with more than 30.000 Greek population, and 13 Armenian villages with 12.000 Armenian population. The Armenian population was concentrated in the western half of the region (see the map where the Armenian-populated regions of Tsalka, Akhalkalak and Bogdanovka are indicated in red)

In 1990’s the most of the Greek population of the region emigrated to Greece and to the Northern Caucasus region of Russian Federation. The empty Greek villages were used by the Georgian government as base to distribute ethnic Georgian element in the region. The Georgian newcomers (mostly Ajar and Svan) are well supported by the government politically and ethnically.

In contrast with this, the problems of Armenian and Greek population remain unsolved for years, be it reconstruction of roads, schools, hospitals or creation of new jobs in the region. Moreover, the Georgian newcomers use support of the state to demonstrate their disrespect to the native Armenian and Greek population.

This generates a dangerous situation in Tsalka, making ethnic clashes very frequent. The Georgian government considers each of these clashes without its social and ethnic context, and declares that events in Tsalka have nothing to do with ethnic conflict.

Recently a group of Armenians was attached by Georgians: 23-year-old Gevorg Gevorkyan was injured with a knife and died at the scene. V. Saakyan, 25, was wounded in the leg, K. Baloyan, 25, seven hours later was delivered to hospital in Tbilisi with a severe wound. After the attack the criminals escaped.

греческом селе Эдикилиса возникла потасовка между армянами и греками с одной стороны и сванами - с другой. Причиной стало то, что армяне и греки во время застолья подняли тост за свои нации, а это не понравилось сванам.

В драку вмешались группы особого назначения внутренних дел и национальной безопасности Грузии. От этого вмешательства в основном пострадали армяне и греки.

Только благодаря стараниям депутату парламента Грузии Айку Мелтоняну страсти несколько улеглись, сообщает агентство “А-Инфо”.

На данный момент ситуация в Цалке спокойная.

понаспрашивал... итак около 800 человек считают себя армянами, однако лишь половина нормально может общатся на армянском.

с 1996-98 гг. в городе быросно азербайджанское и сванское население, с которым до сегодянего для стычек с армянами было 1-2 раза... армяне Болниса в основном проживают в старом (построенным немцами) квартале города...

в непосрадственной близости к городы есть 2 села, населенными преимущественно армянами и лишь несколько семей греков и аджарцев...

армяне Болниса вооружены, и по-словам моего дяди - у них милиция по поводу сборки оружия никогда не появлялась... оружие армяне покупали у самих же грузин: АК, РПГ, винтовки всякие, охотничие ружья.. и куча разных боеприпасов...

армянское население города разделяется на 2 части: одна часть - настоящие армяне - с оружиев в руках встанут а защиту, другая часть, а их меньшенство, колеблеся и будет ждать сигнала от первой части армян....

Куда ни плюнь, слышишь одно: «сваны», да «сваны». Откуда их столько расплодилось? Создается впечатление, что эти полудикие полуджигиты используются картвелами как весенняя рассада на любом полуобработанном, полуудобрённом участке территории современной Грузии. Картвелов, армян и шуртвацов становится всё меньше и меньше в южных районах Грузии - Борчалу (естественные последствия снижения коэффициента роста рождаемости и повышенной эмиграции данных групп), вот и этот дурачок Саакашвили заполняет пробел орангутангами и турко-«месхетинцами» .

У карсских армян было такое понятие: «բիջ շիթիլ». Жаль, что нет раздела «Армянский фольклор».

Сваны одни из картвельских народов. Их язык (сванский) не есть диалект грузинского, а есть отдельный язык (также как и менгрельский). Грузины пытаються рассредоточить сванов, и вывести максимальное их количество из Сванетии, чтобы обезопасить себя от проблем в Сванетии тоже… Сванов и аджарцев раньше часто пытались заселить в Джавахк тоже. Но получили по рогам больно и основательно! Теперь вот пытаються заселять в полуопустевшие греческие села Цалки, Дманиса, Болниса… Греки там просто стали заложниками в собственных домах…

Какие-то греческие организации что-то делают. Но на государственном уровне почти ничего нету. Насколько я могу понять, современное греческое правителсьтво это нечто вроде Левона т. Петросяна & Cо.

[02] THE GREEK GOVERNMENT ON THE ETHNIC GREEKS IN TSALKA

Athens, 22 April 2005 (15:21 UTC+2)

The Greek government is aware of the problems and the persecution of the estimated 2,000 ethnic Greeks in Tsalka, Georgia stressed Foreign Ministry spokesman Giorgos Koumoutsakos who referred to the moves already made by the government.

Both Deputy Foreign Minister Mr. Skandalakis and the Greek embassy in Tbilisi have become very active to deal with such phenomena, stated Mr. Koumoutsakos. He added that there are results, which have not solved the problem yet but contribute toward the improvement of the situation. He also stated that three days ago, Mr. Skandalakis had met with the ambassador of Georgia to Greece to whom he expressed his strong concern on the situation in Tsalka while certain measures have already been taken by the Georgian authorities.

The Georgian Ministry of Interior has already deployed a 100-men strong force for the protection of the region and the local population while the Georgian government has also stated that it will allocate special funds of US$ 1 million to compensate all those whose property has suffered damages or to those who might wish to abandon their homes.

The Greek embassy has made demarches to the responsible authorities in Georgia repeatedly. Recently, World Council for Hellenes, SAE, President Andrew Athens and his associates met with the Georgian Minister for Refugee issues and the region's Police Chief in the presence of the Greek ambassador to Georgia and requested to strengthen the measures for the protection of the ethnic Greek population. He said that the measures for the protection of the ethnic Greeks' houses have increased in spite of the fact that they are still not enough. As a result of the actions undertaken by the Greek embassy, the local mass media have responded positively and have contributed to the efforts to sensitize the local public opinion regarding the incidents taking place in the region, said Mr. Koumoutsakos. He also added that a lawsuit is in progress in local courts by ethnic Greeks who claim the return of their property.

Finally, the Greek embassy has requested from the Georgian authorities a detailed list with the properties and houses of the ethnic Greeks in the region to have a full picture of the problem. Also, Mr. Skandalakis plans to visit the region of Tsalka to be fully briefed on the spot.

[03] INITIATIVES FOR THE GREEKS IN TSALKA

Athens has undertaken initiatives aimed at solving the problems faced by the ethnic Greeks in Tsalka, Georgia according to Foreign Ministry spokesman Giorgos Koumoutsakos.

The assurance that he will take care of the issues concerning security and the protection of the fundamental human rights of ethnic Greeks in Tsalka himself personally gave Georgian Prime Minister Zurab Noyadeli to visiting World Council for Hellenes, SAE, President Andrew Athens.

THE VIOLENT INCIDENTS AGAINST ETHNIC GREEKS IN TSALKA CONTINUE

Andrew A. Athens, President of the World Council of Hellenes Abroad has sent a new letter to Mikael Saakashvili, President of the Republic of Georgia regarding issues of security and violation of the human rights of Georgian citizens of Hellenic descent living at the area of Tsalka.

In his letter, Mr. Athens mentions that the incidents of violence against our fellow Hellenes continue to take place, while despite the personal commitment of the Georgian Prime Minister, Zourab Nogaideli during his meeting with SAE President on April 20 in Tbilisi, and the interest shown by the Georgian Minister of Refugees and National Minorities, Ms. Astemirova, no measures have been taken for the protection of the local Hellenic community.

A distinctive example of the situation is the fact that just before Easter the Filipova sisters, ages 70 and 65 were brutally beaten by three armed young men in Keriaki village. On May 10 and 11, three more violent acts by armed men against Hellenes took place in Trialeti, Besaseni and Hantiki villages near Tsalka.

“Our fellow Hellenes in Tsalka have been living under conditions of terror, especially for the last two years, resulting from the activities of gangs that murder them, destroy and trespass their properties. The eight murders of Hellenes, among them this of a 19 year old young man, have not been punished encouraging in this way violence exclusively against Georgian citizens of Hellenic descent in Tsalka”, Mr. Athens mentions in his letter. “Following the successful visit of President Bush in Georgia I believe that such acts blot the picture of a country that wishes to develop further its democratic processes to the benefit of its citizens with the support of the western world.”

SAE President also states the given interest of Diaspora Hellenes for Hellenes and their neighbors in Georgia. Through SAE's Medical Program funded by both the US and Greece, more than one million medical services and humanitarian aid have offered to Hellenes and their neighbors regardless of their nationality and/ or religion.

“I am hoping for your immediate intervention in order to ensure effective police protection for the citizens of the Hellenic Community in the area of Tsalka and to finalize the procedures for the formation of a committee with the participation of representatives of the Federation of Hellenic Communities of Georgia that will examine the cases of the 2,000 properties that have been illegally occupied. We are at your disposal to contribute to any effort to this direction”, states Mr. Athens.
