DAVIT BEK Posted October 1, 2006 Report Share Posted October 1, 2006 Dear fellow Armenians, As you read these lines the Armenians in the liberated region of Kashatagh (Lachin) desperately need our immediate help. After the war in Nagorno-Karabakh came to an end, local officials in Armenia and Artsakh called for Armenians to move to Kashatagh and made promises of aid and assistance to all those who heeded the call. Today those promises have not been kept. As a result, living conditions in Kashatagh are bad and getting worse. Armenians who moved into the region are now leaving. If the situation persists, this strategically vital corridor that links Armenia with Nagorno-Karabakh will be emptied of any meaningful Armenian presence. Armenians in the diaspora cannot remain silent when faced with this unfortunate reality. We need to forcefully voice our concerns and demand an adequate degree of accountability from those responsible for this sorry state of affairs. The word must be spread far and wide that all concerned Armenians will no longer tolerate BUSINESS AS USUAL when it comes to assisting our compatriots in Kashatagh and Artsakh. They feel neglected and betrayed by their local officials. We must show them that they do not stand alone. To publicize the gravity of the situation we have created a new website: .com"]http://www.kashatagh.com It includes pertinent background information regarding Kashatagh and links to current news sources covering the region. More importantly, we have posted an ON-LINE PETITION in the website addressed to the presidents of both the Republic of Armenian and the Nagorno Karabakh Republic. The petition calls on these officials to immediately take all possible measures to rectify the problems faced by the Armenians in Kashatagh. We ask that you circulate news of this new website in order that we collect as many petition signatures as possible. Collectively, we can make a difference in the lives of the residents of Kashatagh. For founding of the open joint-stock company "Software Development Coalition of Kashatagh" (further company) we announce formation of group for creation and support of the company. In the group people for performing the following functions are needed: First stage - creation of the company. - advertising on the Internet about creation of a business coalition. - financing by investors. - a finding of a building in Kashatagh for the company office. - information gathering about potential workers in Kashatagh with knowledge in the field of IT. The second stage - support of the company in current of first two years. - advertising of the company - Intermediary activity (Project Management) between customers and programmers. - Technical support. After opening office in Kashatagh, all participants of group on creation of the company will receive company stock according to their contribution. Actually joint work will help improve the professional level of the Kashatagh Company. When the personnel's professional level improves the partnership already established with major IT companies will provide an opportunity to receive orders from them both for joint work and development of Kashatagh Company. For 90% of projects the completion period is not more than 3-4 months. No serious big projects are likely to be ordered until small projects are completed successfully. In case invited programmers are available as well as partnerships with major IT companies are reached, it will be possible to receive large projects. If projects are successfully completed the quantity and price of future projects will easily increase. A group of people from Georgia is ready to move to Lachin. Five investors have been found. Some computer equipment has been received and is being conveyed to Artsakh. Three IT companies are able to provide technical support with work on projects. Negotiations are going on regarding two projects that will be done remotely. Some details should be worked out A house-office will be prepared in Lachin, where invited programmers will be able to live and work up to one year. Coalition participants need not be programmers they can be different professionals and be located in different cities. Coalition participants organizing and supporting the company will need internet access. Coalition participants may make financially or not financially to the Coalition. All non financial contributors will receive $1000 in company shares after the company is opened. Fluent Armenian and English languages speakers are required.
