Yerevan. June 2 (Interfax) - Foreign investment in Armenia grew 21.7% year-on-year to $41.8 million in the first quarter of 2004, the National Statistics Service told Interfax. Foreign direct investment (FDI) grew 74.5% to $27.9 million, the service said. Foreign investment in the real sector grew 26.3%. Foreign direct investment in the real sector was up 89.7%. During the quarter, 36.5% of the FDI went into the food industry, 27.1% into communications and 11.7% into transport. Foreign investments in Armenia grew 5.6% to $229.6 million in 2003. FDI grew 8.9% to $153 million.

Russian companies, which are seriously represented in the Armenian energy system, will get dividends from the construction of the Iran-Armenia gas pipeline, President Robert Kocharyan of Armenia said in an interview with the public television of the republic. In his words, one of the issues on the agenda of his May 13-15 talks in Moscow was the construction of the abovementioned pipeline. "It is a highly interesting project that will benefit everyone, with the exception of those who do not wish well to Armenia," said the president. Iran will provide gas in return for Armenian electricity, said Robert Kocharyan. "Since Russian companies are seriously represented in Armenia's energy system - Gazprom and Itera own 55% of ArmRosgazprom and RAO UES owns about 40% of Armenian generating capacities, they will benefit, too. This means that they will get major dividends from the deal," said the head of state. On the other hand, he stressed that this will not lead to a reduction in Russian gas deliveries. Armenia will use Russian gas for domestic consumption because Russian gas is cheaper. "Russia in the person of its companies will benefit because the safety of the Armenian energy system will increase tenfold: we will be able to ensure reliable gas provision even in case of an accident at one of the pipelines," said Kocharyan. Moscow has a negative attitude toward actions designed to weaken the standing of Armenia, he believes. "The President of Russia is informed sufficiently well about the internal political events in Armenia and is concerned over them. He has expressed his unambiguous support for me and the authorities of Armenia," said the Armenian president. According to him, Russia believes that Armenia, under weak authorities, may succumb to outside influences. "This does not meet the interests of our bilateral relations, since Armenia is a strategic partner of Russia in the South Caucasus," the president said. Consequently, any actions that may create such problems are viewed "as a threat to the development of bilateral relations." Robert Kocharyan said he had invited President Putin to visit Yerevan. "The invitation was accepted and we are discussing the date now," he said. The president of Armenia was the first head of state to visit Russia after the May 7 inauguration of President Vladimir Putin, which, he thinks, "points to the depth and warmth in Russo-Armenian relations."

Iran-Armenia Gas, Electricity Trade To Reach $10bn YEREVAN (Interfax) -- Trade between Iran and Armenia as part of an agreement for the construction and operation of the Iran- Armenia gas pipeline, involving supplies of Iranian natural gas in exchange for Armenian electricity, will amount to $10 billion over the next 20-25 years, Iranian Ambassador to Armenia Mohammad Farhad Koleini said. He said that this agreement will not result in increased competition between Russia and Iran on the gas market, as these countries are not competitors, but partners. "We are cooperating with Russia in the international arena and our cooperation is not restricted to the Caucasus, and we do not see competition as a decisive factor. This is the Iranian model," the ambassador said. Koleini said that "in the energy sphere Russia needs to develop a serious model for cooperation with Europe and with Iran." The ambassador considers it possible to set up a consortium of large gas producing countries in the near future. He also said that in line with a state program, Iran is planning to build seven nuclear power plants in various regions in the country. "In this process Iran is cooperating with Russia and is continuing dialogue with European countries," the ambassador said. Armenia and Iran signed an agreement on May 13 for the construction of a pipeline between the two countries. The agreement is valid for 20 years, during which Iran is to supply its neighbor with up to 36 bcm in exchange for electricity produced in Armenia. The pipeline is 141 km long, inducing 41 km in Armenia ands 100 km in Iran. The total cost of the project is estimated at $210-$220 million, to be financed equally. Gas should start to arrive in Armenia from January 2007. Initially supplies will amount to 1.1 bcm of gas per annum, to subsequently increase to 2 bcm, which will be used at Armenian thermal power plants to produce electricity for export to Iran and Georgia.

Most of computer crimes in the banking sphere of Armenia are committed through the Internet, Olga Safaryan, legal expert of "Internews" told during seminar "Legal Field of Information Technologies and Their Correspondence to European Standards". She said that these crimes are not solved in Armenia, like anywhere in the world, because banks try to avoid announcing such information; they fear to incur reputation damage. Olga Safaryan informed that these crimes haven't been prosecuted yet hence they have no special organization to fight computer crimes in Armenia. "In my report I suggest, on the analogy of other CIS countries, to create a department to control computer crimes. At the moment, it is still not clear who will investigate these crimes if they occur, and therefore there are no statistics," she said. Besides, Safaryan noted that August 1, 2003 a new Criminal Code of Republic of Armenia came into force, where chapter 24 that consists of 7 articles is fully devoted to computer crimes. The worst crime is the one committed through negligence, causing of harm to health or other grave consequences. It is provided for by article 254, part 4, to establish 6 through 12 years jail for illegal access to computer information. "However, this article does not define grave consequences that may lead to problems applying it", she said.
