Recommended Posts

Philip Gordon, recently appointed by US President Barack Obama as assistant secretary of state for European and Eurasian affairs, has refused to call Turkey's presence in Cyprus an "occupation" and insisted that any US move to back Armenian "genocide" claims would be counterproductive, despite pressure from a senator at a Senate committee.

gordonm.jpg

At his confirmation hearing at the Senate Committee on Foreign Relations on Thursday, Gordon was asked to comment on a pre-election statement by Obama outlining his foreign policy priorities in which he said "a negotiated political settlement on Cyprus would end the Turkish occupation of northern Cyprus and repair the island's tragic division while paving the way to prosperity and peace throughout the entire region." When asked if he agreed with the statement, Gordon said "yes," but when Sen. Robert Menendez pressed him to say if he considered the Turkish presence on the island an occupation, he only said the Greek Cypriot government and a number of experts considered it an occupation.

Gordon was then criticized by Menendez for opposing past attempts in the US Congress to pass a resolution recognizing claims that Armenians were subjected to a genocide campaign at the hands of the Ottoman Empire in World War I. Menendez then said he was concerned over whether Gordon would act in a balanced manner regarding this matter. Gordon, for his part, insisted that congressional measures on the issue would provoke a "nationalist backlash" in Turkey. To prove that he would take a balanced approach, Gordon talked of the need to "recognize that terrible tragedy took place," and said "more than 1.5 million people were driven from their homes and massacred."

Congress has recently introduced a new resolution calling on the US president to describe the killings of Armenians as genocide. Turkey says any such move would both harm Turkish-US relations and undermine the efforts between Turkey and Armenia to normalize their relations, severed, among other reasons, due to the dispute over history. Ankara denies the genocide accusations and says the killings were a result of civil strife.

In a sign of the importance attached to Turkey by the new US administration, Obama is expected to visit Ankara to discuss a wide range of issues including Iran's nuclear program, Iraq and Afghanistan.

When asked why good relations with Turkey were important by Sen. Jeanne Shaheen, Gordon noted that the US image in Turkey had deteriorated badly in recent years and added that it was "hard to get work done in a democracy when there is such skepticism about our country." He added: "We have a lot of work to do with them. Turkey is critical for the energy routes between the Caspian, the Middle East and the West. Turkey is a country that has borders with Greece, the Black Sea, Armenia, Azerbaijan, Iran, Iraq, Syria and the Mediterranean. For that reason alone it's a critical strategic player in the world. And it is an aspirant to EU membership. The global symbolism of a majority Muslim country joining EU will be very powerful."

"We have a compelling national interest in working with Turkey, which is not to say we agree with them on everything," he also said.

Gordon, a senior fellow for US foreign policy at the Brookings Institution, was nominated to replace Daniel Fried on March 11.

US lawmakers back Armenia-Turkey thaw

45772984.jpg

WASHINGTON (AFP) — A group of US lawmakers told leaders of Armenia and Turkey on Monday that they stood ready to help the neighbors as they strive to end decades of animosity and forge closer diplomatic ties.

"It is essential that the building blocks of trust and cooperation are established between Armenia and Turkey to heal open wounds, mend broken hearts and create a better future for both nations and peoples," they wrote Armenia President Serzh Sarkisian and Turkish President Abdullah Gul.

The group, all Democratic allies of US President Barack Obama, included Representatives Robert Wexler, a member of the House Foreign Affairs Committee; Ike Skelton, the chairman of the House Armed Service Committee.

It also included Representatives John Murtha, who has close ties to the Pentagon, and Alcee Hastings, co-chairman of the Commission on Security and Cooperation in Europe.

"As members of Congress who agree that lasting Armenian-Turkish rapprochement should be a top priority for the United States, please know we are ready to assist your nations' efforts to normalize relations and build a better future for generations of Armenians and Turks," they wrote.

"This process is difficult and at times painful, but we remain hopeful that ongoing bilateral engagement will lead to a positive breakthrough that forever changes the dynamics of the region and opens the door to new possibilities and brighter futures for Armenia and Turkey," they said.

France Press.

Turkey, U.S. play down tensions over Armenia issue

By Sue Pleming

WASHINGTON, March 19 (Reuters) - Seeking to avert tensions during President Barack Obama's visit to Turkey, both sides are playing down potential fallout from a renewed attempt by some U.S. lawmakers to declare the killing of Armenians by Ottoman Turks genocide.

Ahmet Davutoglu, foreign policy adviser to Turkish Prime Minister Tayyip Erdogan, told reporters on Thursday the issue, which caused U.S.-Turkish relations to plummet in 2007, would not "hijack" Obama's visit to the NATO ally early next month.

"Nothing can shadow the success of this visit," Davutoglu told reporters after meeting Obama's national security adviser, Jim Jones, at the White House.

During his 2008 campaign for the White House, Obama referred to the killings of Armenians in World War One as genocide, which Turkey strongly rejects. Secretary of State Hillary Clinton co-sponsored a genocide resolution on Armenia when she was in the Senate.

The reintroduction on Tuesday by several lawmakers of a new resolution in the House of Representatives could complicate Obama's visit and Davutoglu said the issue was discussed in his meeting with Jones.

Asked whether Obama's views might have changed, Davutoglu was noncommittal.

"I did not say yes or no," he said. "Of course, I cannot speak on behalf of General Jones, but we went through all these issues in a very friendly and cooperative manner."

White House National Security Council spokesman Mike Hammer declined to comment on what Jones and Davutoglu discussed regarding the Armenian issue.

"Our focus is on how, moving forward, the U.S. can help Armenia and Turkey work together to come to terms with the past," he said. "It is important that countries have an open and honest dialogue about the past. At the same time, we want to work closely with both Turkey and Armenia on the key issues that confront the region."

Recognizing how sensitive the issue could become in U.S.-Turkish relations, the State Department has avoided comment on the resolution or what the Obama administration's policy is on labeling what happened as genocide.

"I don't want to go any further on it until we have had a chance to take a closer look at it and discuss it within the government, and that's where I'm going to leave it," State Department spokesman Robert Wood told reporters on Wednesday.

NO CONGRESSIONAL VOTE 'ANY TIME SOON'

House Speaker Nancy Pelosi, when asked if it was a good time to bring up the Armenian resolution, reiterated her view that genocide occurred.

Whether Obama travels to the region or not "does not deny the fact that there was an Armenian genocide, and there are those of us in Congress who will continue to make that point," the California lawmaker told Reuters.

Pelosi's spokesman, Brendan Daly, said he did not know whether the sponsors of the latest resolution had enough support for it to pass in the House but "no one's talking about a vote any time soon."

Similar resolutions have been introduced in Congress for years and Pelosi has been a longtime supporter of having Congress declare the killings a genocide.

But as speaker, she did not bring the legislation to the floor for a vote in 2007 after pressure by the Bush administration, amid concerns over the sensitivities of Turkey.

Concerned that the Turkish government might open its border with Armenia before reconciliation is reached, the Azerbaijani government has signaled it might stop selling natural gas to Turkey.

Azerbaijani President Ilham Aliyev told third parties that Baku would cut gas supplies to Turkey if Ankara reaches an agreement with Yerevan before substantial progress is underway on the Nagorno-Karabakh issue, the Hürriyet Daily News & Economic Review has learned. As a sign of how serious it is, Azerbaijan signed a memorandum of understanding with Russia last week for long-term supply of gas at market prices.

Turkey and Armenia are said to have come very close to an agreement on the timetable to normalize relations.

This development in turn has upset the Azerbaijani government, which argues a decision to open Turkey’s borders with Armenia would leave Baku at a disadvantage in negotiating for the withdrawal of Armenian troops from Azerbaijani territory. The ruling Justice and Development Party, or AKP, has been the target of severe criticism in the Azerbaijani press with commentators there accusing the Turkish government of selling out. The Turkish Foreign Ministry has been informed that Aliyev has told third parties that were Turkey to open its borders to Armenia, cooperation on energy supplies would end.

Sen. Barack Obama:

The administration’s

position is “untenable”

April 28, 2008 –

"Last week, we paused in remembrance of the Armenian genocide, which was carried out by the Ottoman Empire from 1915 to 1923. Nearly 2 million Armenians were deported, and approximately 1.5 million of those deported were killed.

It is imperative that we recognize the horrific acts carried out against the Armenian people as genocide and I will continue to stand with the Armenian American community in calling for the Government of Turkey to acknowledge it as such. The occurrence of the Armenian genocide is a widely documented fact supported by an overwhelming collection of historical evidence. I was deeply disturbed 2 years ago when the U.S. Ambassador to Armenia was fired after he used the term “genocide” to describe the mass slaughter of Armenians. I called for Secretary Rice to closely examine what I believe is an untenable position taken by the U.S. Government.

I will continue to push for the acknowledgement of the Armenian genocide, and I offer the Armenian people my condolences."

ISTANBUL - Azerbaijan's foreign minister expressed concern on Thursday at the prospect of the border being opened between Armenia and Turkey.

"If the border is opened before the withdrawal of Armenian troops from the occupied territories of Azerbaijan, it would run counter to Azerbaijan's national interests," Reuters quoted Azeri Foreign Minister Elmar Mamedyarov as telling Azeri ANS television.

Mamedyarov said Azerbaijan had conveyed its opinion on the issue to Ankara, adding Turkey accepted his country's concerns.

Turkey and Armenia Pave Way for Historic Accords

Neighbors' Bid to Open Border and Establish Ties Could Sideline Genocide Dispute, Improve Security for Fuel Pipeline to West

By MARC CHAMPION

BRUSSELS -- Turkey and Armenia could soon announce a deal aimed at reopening their border and restoring relations, according to diplomats, a move that could help stabilize a region that's increasingly important as a transit route for oil and gas.

The timing of the deal is being choreographed with the schedule of U.S. President Barack Obama, who visits Turkey next week, these people say.

The Turkish and Armenian governments have agreed on terms to open formal talks in three areas: opening and fixing borders, restoring diplomatic relations and setting up commissions to look at disputes, including one on the tense history between the two nations, according to the diplomats, all of whom declined to be named due to the sensitivity of the talks.

There is strong opposition to a deal in both countries, as well as in Armenia's neighbor Azerbaijan.

But an accord would be seen in Western capitals as a major potential success that could help to open up and stabilize the Caucasus. The region is studded with unresolved conflicts and hostile borders, and saw war between Russia and Georgia in August.

Announcement of a Turkish-Armenian pact is also being influenced by Mr. Obama's campaign promise to support a Congressional resolution that would recognize as genocide the Ottoman Empire's 1915 killing of up to 1.5 million Armenians in what is now central and eastern Turkey. Turkey fiercely denies the killings were genocide. The White House traditionally makes a statement to mark Armenian Remembrance Day on April 24.

Analysts say Turkey's government hopes progress in reviving its relations with Armenia could prompt the White House not to recognize the killings as genocide and to block the Congressional resolution.

If the U.S. proceeds with the genocide resolution, "I cannot imagine any Turkish government opening the Armenian border," said Özgür Ünlühisarcikli, director of the Ankara office of the German Marshall Fund of the United States, a think tank.

A Senior Turkish foreign-policy official said the U.S. is trying to facilitate the agreement with Armenia. Turkish and Armenian officials declined to comment on the status of their talks.

Prime Minister Recep Tayyip Erdogan of Turkey said on Turkish television last week he would discuss Nagorno-Karabakh, the Armenian "genocide" and relations between Russia and Georgia with the U.S. president, among other issues.

One date under discussion for signing the deal with Armenia, diplomats say, is April 16. But Mr. Ünlühisarcikli said he believes Turkey and Armenia won't be ready to sign the deal before April 24, and Turkey instead will "signal" its commitment to reopen the borders in the hope that will be enough for Washington.
