да и в начале девяностых с началом свистопляски дух ереванского кафе всё ещё сохранялся. Был завсегдатаем “Эфира”, кафе напротив дома “Радио”. пили кофе сваренное из желудей, из окончательно засифилизованной и видавшей виды “чашки”. В завсегдатаях также ходили Мовисакалян, Вреж Ордян и другие работники телевидения. Кофе на спиртовке варила и подавала полноватая беженка из Баку с постоянной сигаретой в зубах, она курила исключительно “Магну”. Когда стукнул хлебный кризис, в кафе вообще воцарилась какая то атмосфера братства, люди в прямом смысле делили хлеб. Не забуду день, когда наши освободили Шушу, в тот день кафе было битком набито и было много водки и песен, радость била ключом...и в кафе шло очередное братание.

национальная принадлежность важна, тут не шутки шутить, страна у нас всё-таки маленькая. Ну представьте, что б стало с израилем если б начали раздавать паспорта полчищам арабов.

NaHa-Peto, Если человек работает в Армении, то да, должен платить подоходный, как и все. А если не работает в Армении??? Как прикажете поступать с этими? Не взымать вообще ничего? просто раздать всем паспорта? К тому и “flat tax” - поголовный, один на всех в зависимости от страны . А вот как приехал в Армению, больше не плати его. Тут без ассиметрии не обойтись, как не крути. А налог этот должен быть естественно разумным, ну что б не отпугнуть. Согласен, армянин из Уругвая на свои может и не прилетит, и Армении в наклад конечно, но ведь поэтому то в пункте о военной обязонности я указал на “откуп”, тоесть если не можешь служить оружием, служи деньгами, оставаясь в своем Уругвае.

Вот к примеру я, живу за рубежом, но никакие налоги не плачу в Армянскую казну... объясните к 3-мы пункту: возьмём ситуацию, французский армянин подаёт заявление на гражданство в посольство Армении, и получает его, какие будут у него обязанности перед страной? Что если он захоЧет использовать этот паспорт из корыстных побуждений, как ему заблагорассудится не появившись при этом в Армении и вовсе. Именно поэтому необходимо установить налог, хоть какая то польза казне. п.2 и п.4. Противоречия не вижу, так как военнообязанность для армян рождённых в Армении и армян вне Армении должна определяться по разному. это кстати не новость , подобная система действует в Греции

формула проста: 1. гражданство всем армянам 2. но право голоса на выборах (всех уровней) имеет только тот, кто непрерывно жил в Армении последние 5-7 лет 3. проживающие за пределами Армении отчисляют годовой налог (flat tax) в зависимости от страны проживания 4.Воинская повинность: Все желающие стать гражданами Армении до 40-летнего возраста должны пройти 6-и месячные военные сборы на освобождённых территориях, откуп за это - увеличение налога на 20%, обозначенном в пункте 3.

истерика вокруг “карабахского клана” явно раскручивается извне, это и дубу понятно. но кукловоды видимо ещё не распределили главные роли, хотя в последние дни всё больше слышно о самой мстительной кукле в купе с базеянствующими элементами, а самая безмозглая куколка как бы отошла на вторые роли, временно правда, по сценарию.
