Из исправительного учреждения сбежал гражданин Грузии Аршак Агабабян (известный также как "Турок Аршак"), который отбывал наказание за попытку убийства армянского политолога. Заключенному не понадобилось изобретать какой-то изощренный план или использовать сложные технические устройства. Как теперь констатирует следствие, он "воспользовался халатностью сотрудников тюрьмы". Turkey and Armenia Pave Way for Historic Accords Neighbors' Bid to Open Border and Establish Ties Could Sideline Genocide Dispute, Improve Security for Fuel Pipeline to West By MARC CHAMPION BRUSSELS -- Turkey and Armenia could soon announce a deal aimed at reopening their border and restoring relations, according to diplomats, a move that could help stabilize a region that's increasingly important as a transit route for oil and gas. The timing of the deal is being choreographed with the schedule of U.S. President Barack Obama, who visits Turkey next week, these people say. The Turkish and Armenian governments have agreed on terms to open formal talks in three areas: opening and fixing borders, restoring diplomatic relations and setting up commissions to look at disputes, including one on the tense history between the two nations, according to the diplomats, all of whom declined to be named due to the sensitivity of the talks. There is strong opposition to a deal in both countries, as well as in Armenia's neighbor Azerbaijan. But an accord would be seen in Western capitals as a major potential success that could help to open up and stabilize the Caucasus. The region is studded with unresolved conflicts and hostile borders, and saw war between Russia and Georgia in August. Announcement of a Turkish-Armenian pact is also being influenced by Mr. Obama's campaign promise to support a Congressional resolution that would recognize as genocide the Ottoman Empire's 1915 killing of up to 1.5 million Armenians in what is now central and eastern Turkey. Turkey fiercely denies the killings were genocide. The White House traditionally makes a statement to mark Armenian Remembrance Day on April 24. Analysts say Turkey's government hopes progress in reviving its relations with Armenia could prompt the White House not to recognize the killings as genocide and to block the Congressional resolution. If the U.S. proceeds with the genocide resolution, "I cannot imagine any Turkish government opening the Armenian border," said Özgür Ünlühisarcikli, director of the Ankara office of the German Marshall Fund of the United States, a think tank. A Senior Turkish foreign-policy official said the U.S. is trying to facilitate the agreement with Armenia. Turkish and Armenian officials declined to comment on the status of their talks. Prime Minister Recep Tayyip Erdogan of Turkey said on Turkish television last week he would discuss Nagorno-Karabakh, the Armenian "genocide" and relations between Russia and Georgia with the U.S. president, among other issues. One date under discussion for signing the deal with Armenia, diplomats say, is April 16. But Mr. Ünlühisarcikli said he believes Turkey and Armenia won't be ready to sign the deal before April 24, and Turkey instead will "signal" its commitment to reopen the borders in the hope that will be enough for Washington. остальное тут

  18. Bones of the missing By Sarah Rainsford Under armed guard, a team of excavators opened up a disused well shaft behind an abandoned roadside restaurant in south-eastern Turkey. They were searching for the remains of hundreds of civilians who disappeared at the height of the Kurdish separatist conflict in this region in the 1990s. Many were last seen with members of Turkey's security forces. For many Kurdish families, the dig marked the start of a long-stalled search for justice. More than 70 have now applied to local lawyers for help to find their relatives. "Our first demand is to find the bones of the missing," lawyer Abdulaziz Tokay explains. "But the most important thing is to identify those responsible for their disappearance and punish them." The dig at this site unearthed several bones and pieces of cloth. They have been sent for DNA testing while the search goes on. The Tanis family is one of many watching these unprecedented events closely. Eight years ago, Serdar Tanis had just opened a local branch of the pro-Kurdish HADEP party. On 25 January 2001, he was summoned to the regional gendarme base. Witnesses saw him enter the compound with a colleague, Ebubekir Deniz, before they both disappeared. For six days, staff at the base denied the politicians had ever been there. On the seventh day, they said the two had left to join separatist PKK insurgents in the mountains. "Serdar's only crime was to be district chairman of a perfectly legal political party," his brother Yakup says. "The Turkish state said there were no Kurds then, everyone was a Turk. But HADEP said: 'We exist and have rights.' The state saw that as a threat," he explains. Rifling through thick case files, the family's lawyer, Tahir Elci, pulls out what he says is a letter written by Serdar Tanis to Turkey's interior minister, days before he disappeared. In it, he said he had received death threats from the regional gendarme commander. The European Court of Human Rights found the letter, and other evidence, "credible and convincing". In 2005, it found Turkey guilty of violating Mr Tanis' and Mr Deniz's right to life. But in Turkey, the case has been blocked, says Mr Elci. "The serious problem in Turkey about human rights is impunity," he says. He estimates that more than 1,000 Kurds disappeared at the height of the conflict between the security forces and PKK rebels fighting for a separate Kurdish state. "It is impossible to touch the security forces for their crimes against civilians," Mr Elci says. "Many victims are still looking for justice." Public confession But something significant has just changed. Dozens of men are now on trial in Turkey, accused of forming an ultra-nationalist gang called Ergenekon and plotting to overthrow the government. For the first time, senior security officers are among the suspects - including many notorious to most Kurds. Lawyers here have petitioned prosecutors to expand the Ergenekon case and launch a proper investigation into the fate of the missing. There are already some clues. Just outside Silopi, a small circle of white stones in the middle of a field marks the spot where the body of Murat Aslan was found. He vanished in 1995, after witnesses saw him being forced into a car in the city of Diyarbakir by security forces. Years later, his father read the newspaper confession of a former informer for a shadowy branch of the gendarmes widely known as JITEM. The existence of JITEM has never been formally acknowledged. The informer, Abdulkadir Aygan, claimed JITEM tortured and burned Murat Aslan as a suspected PKK sympathiser. The informer gave the location of his grave, and claimed such practice was routine. He said JITEM felt untouchable. The Aslan family filed a court case, but the gendarme commander at the time ignored requests for a statement. The prosecutor never even drafted an indictment. Gendarme headquarters in Ankara declined a request to respond to allegations of abuses. But the unprecedented arrests in the Ergenekon trial have emboldened others to speak out. Adnan Ekmen was state minister for human rights when Turkey's fight against the PKK was at its fiercest. "The mentality here is this: if the existence of the state is at stake, illegal action is legitimate," he told the BBC. "There were dozens of unsolved killings then, thousands of human rights violations. But our ministry was merely symbolic. We were powerless." The Ergenekon case is vast - and still expanding - with new arrests and claims almost daily. Critics accuse the government of using the trial to punish opponents. But in the south-east, many Kurds are pinning high hopes on the case. "I think the Ergenekon trial is a great moment for Turkey, no matter where it leads," lawyer Abdulaziz Tokay says. "No-one would've thought a general could be tried in this country. It's a sign Turkey has taken a step towards the rule of law." Yakup Tanis tells me that since the excavations began, his family has received anonymous phone calls, warning them not to push too far. But he is determined to discover what happened to his brother - and to find him. "We want Turkey to finally confront that era," he says, a picture of Serdar propped against the wall beside him. "We want the people responsible for those crimes to be convicted." ссылка

State-controlled Gazprom and Azerbaijan's national energy company Socar signed a memorandum of understanding on gas sales from 2010, Gazprom said. The move could have implications for the strategic Nabucco gas pipeline project, an EU-backed initiative to pipe gas from Central Asia between Turkey and Austria from the Caspian Sea to western Europe. The route would bypass both Russia and Ukraine, whose poor relations have led to several cut-offs in European gas in recent years. Azerbaijan and Turkmenistan are the two possible suppliers of gas for the pipeline. But Tatiana Mitrova from the Energy Research Institute of the Russian Academy of Sciences told Russia's Interfax news agency that the Nabucco pipeline risked ending up without a gas supplier. The deal announced Friday "shows that Azerbaijan understands the economic uncertainty of the Nabucco project and the risks linked to its transit route, the financial problems and construction delays," she was quoted as saying. The Nabucco project is regularly criticised by the Kremlin. Gazprom buys gas from Central Asia and resells it at higher prices to other countries, such as Russia's neighbour Ukraine. ссылка

  21. A pro-Armenian U.S. lawmaker said Thursday that Congress is not likely to pass a bill recognizing the Armenian claims regarding the 1915 incidents in a bid to sooth Turkey's concerns. The resolution would not pass this year again, although there are high expectations this time as U.S. President Obama has promised to recognize the Armenian claims during election campaign, Republican congressman Mark Kirk, one of the four authors of the bill presented to the House of Representatives, told Turkey's Aksam daily. "The expectations are high this year, because President Obama gave an important promise to Armenians. But I think the situation is desperate," he said. "Speaker of the House of Representatives, Nancy Pelosi will not dare pass the bill. She will not place Obama in a difficult position. The bill will not pass, don’t worry," he added. As a sign of how serious it is, Azerbaijan signed a memorandum of understanding with Russia last week for long-term supply of gas at market prices. Turkey and Armenia are said to have come very close to an agreement on the timetable to normalize relations. This development in turn has upset the Azerbaijani government, which argues a decision to open Turkey’s borders with Armenia would leave Baku at a disadvantage in negotiating for the withdrawal of Armenian troops from Azerbaijani territory. The ruling Justice and Development Party, or AKP, has been the target of severe criticism in the Azerbaijani press with commentators there accusing the Turkish government of selling out.
