Moscow next stop in three-way talks ANKARA - The leaders of Turkey, Russia and Azerbaijan may meet in Moscow to discuss the status of the contested Nagorno-Karabakh region, an Azerbaijani territory occupied by Armenia, reported the PanArmenian news agency. Turkish Prime Minister Recep Tayyip Erdoğan is said to be participating in the April 16 summit, along with Russian and Azerbaijani presidents Dmitri Medvedev and Ilham Aliyev. Turkish diplomatic sources, however, said no such meeting was being planned. The PanArmenian news agency reported that Aliyev would likely lodge complaints in Moscow, where he is going at the invitation of Medvedev, about the prospect of the Turkish-Armenian border being reopened without resolution of the Nagorno-Karabakh problem. Russia is involved in the Minsk group of the Organization for Security and Cooperation in Europe, which is working to end the Armenian-Azerbaijani stalemate on the issue of Nagorno-Karabakh, and holds the status of co-chair, along with France and the United States. Turkey closed its border with Armenia in 1993 in support of Azerbaijan during its conflict with Armenia over the Nagorno-Karabakh region. Both Azerbaijani leaders and public opinion have expressed serious concerns over the possibility of the border between Turkey and Armenia being re-opened. Baku’s reaction to reports that Ankara and Yerevan are close to a deal is no secret. Aliyev refused to attend the Alliance of Civilizations summit in Istanbul earlier this month, a move that was seen as a protest against the pending border move. Ankara, trapped between Yerevan and Baku, has begun closely cooperating with Moscow in order to create a Caucasus security and stability pact, reported the PanArmenian news agency. Turkey has moved quickly in the wake of last summer’s Russian-Georgian war to devise a way to bring divided parties around the same table to discuss the future. The proposal to create a stability pact to address security concerns in the Caucasus is expected to help normalize Turkish-Armenian ties. Moscow has been defending the establishment of diplomatic ties between two countries since 1993. Today, Russian companies control 70 percent of Armenian industry. Russia began to operate the Armenian State Railways Authority last year. In the meantime, Foreign Minister Ali Babacan’s visit to Yerevan to attend the Black Sea Economic Cooperation, or BSEC, summit could be in jeopardy due to another important meeting on Pakistan. Japan, a member of the U.N. Security Council, will host a donors meeting for Pakistan on Friday that Pakistani President Asif Ali Zardali is set to attend. The World Bank will co-chair the Tokyo meeting, aimed at "helping Pakistan address its difficult challenges, such as economic reform and the fight against terrorism," Japan’s foreign ministry announced previously. He was welcomed into the city by a cheerful crowd, but while he was trying to enter the provincial municipality building by passing through the crowd a female protester, Reyhan Kaş, tried to pull him closer to her in order to express her criticism. Baykal then grabbed the protester by the throat and pushed her away. Civil society representatives reacted harshly to Baykal’s mishandling of the incident and treatment of the protester, which they claim constituted a crime according to national and universal law. Since the Turkish president's attendance at a soccer match between the two countries' national teams in Yerevan last year, a process of rapprochement has been on the table. The need for stability in the Caucasus and the increasing assertiveness of Russia in the region, as well as the imperative for addressing historical animosity between the peoples of the two countries, requires a properly working relationship between Turkey and Armenia. This is the rational choice. But governments do not act only on rationality. They are sentimental, like individuals. Yet the sentimentality of the Turks and the Armenians has not brought anything but enmity between these two peoples and their imprisonment in history. Now the two neighboring countries are being tested: They will either move along a path toward removing the burden of the past, seeing many opportunities along the way, or remain hostage to history. Anyhow, it is not civilized to be neighbors and keep the borders closed and not establish diplomatic contacts. It is a question of whether they will surrender to nationalism or not. We know that the Armenian issue in Turkey and the Turkish question among the Armenians fan nationalism. Some groups on both sides have obvious interests in keep this issue bleeding so that nationalism can remain alive. Visionary politicians can change history. The pain and suffering of the past is real. But how long can we live in the past? Politicians should, of course, be respectful to the past generations that suffered, but they also have responsibilities for living people and for future generations. We are at a crossroads. There are now some positive signs that the dialogue between Turkey and Armenia may result in some concrete steps. Yet it appears that Azerbaijan is unhappy with the diplomatic contacts between Turkey and Armenia. Some in Azerbaijan are even furious, regarding such a rapprochement as a betrayal. There is no doubt that the Armenians should withdraw from the occupied Azerbaijani territories. Neither international law nor universal ethics allow for the annexation of territory by force. The Armenians should be persuaded or forced to withdraw from Azeri territories. Armenia's international and regional standing will be enhanced with a solution to the Nagorno-Karabakh issue. Otherwise, it will be isolated in the region with support coming only from Russia. But Armenia's reliance or even dependence on Russia seriously hamper its standing in its relations with the West. If the tension between Russia and Europe or the US increases, Armenia will be pushed further into the Russian orbit. So in order to reduce its dependence on Russia and be a free agent in global politics, Armenia should resolve the Nagorno-Karabakh issue. The Azerbaijanis should also be prepared for a negotiated settlement. The country cannot surrender to those who use the Nagorno-Karabakh issue to mobilize the masses and garner political legitimacy and power. It is not hard to see that this issue functions in Azerbaijan as the Cyprus issue functions in Turkey: fanning nationalism and justifying authoritarian tendencies and practices by pointing out a national "enemy" or cause. This is not the time to play such a simple and silly game. Concerning the role Turkey plays in the Nagorno-Karabakh issue, Azerbaijanis should ask this question: Has Turkey's boycott of Armenia brought about a solution? It may be time to come up with some new initiatives to resolve the territorial dispute between Armenia and Azerbaijan. Stability and peace in the southern Caucasus require a solution to this problem. No party involved can benefit from disturbances in the region. Azerbaijan's strong reaction to Turkey is not reasonable at all. It is likely to push Azerbaijan toward Russia, the primary supporter of Armenia's occupation of Nagorno-Karabakh. Can the Azerbaijani leadership explain this to its people: turning their back on Turkey and embracing Russia, the ally of Armenia, to solve the Nagorno-Karabakh question? Azerbaijani President Ilham Aliyev has threatened to cut off natural gas sales to Turkey. It has not been mentioned yet, but he can also close the Baku-Ceyhan-Tbilisi pipeline. These would certainly harm Turkey, but they would result in Azerbaijan's dependence on Russia. They should understand that Turkey is their only outlet for reaching out to the world beyond Russia. Both Azerbaijani leaders and public opinion have expressed serious concerns over the possibility of the border between Turkey and Armenia being re-opened.   15. Капитан американского судна "Маерск Алабама" Ричард Филлипс, захваченный в плен сомалийскими пиратами, освобожден. Об этом в воскресенье телеканалу CNN сообщил источник, знакомый с ситуацией. По предварительным данным, трое из четырех пиратов, удерживавших американца, уничтожены, еще один арестован. Филлипс при освобождении не пострадал и находится в "хорошем состоянии", рассказал источник. Филлипс находился в плену с 8 апреля, когда пираты попытались захватить "Маерск Алабама". Команда судна, доставлявшего в Кению гуманитарную помощь, отбила нападение, однако пиратам удалось забрать с собой капитана. Злоумышленники на моторной лодке отправились к берегу Сомали. THE IRANIAN-TURKISH BORDER: A HAZARDOUS HAVEN FOR SMUGGLERS Jonathan Lewis Smuggling along Turkey’s frontier with Iran is a low-reward, high-risk proposition, in which one of the occupational hazards is being shot at. But tough economic conditions in southeastern Turkey mean that there is no shortage of traffickers in illicit petrol. Mustafa and his son, Ekin, are among the seasoned smugglers who have made numerous nighttime crossings over the mountainous Turkish-Iranian border to procure petrol in Iran for resale in Turkey. On one recent trip, father and son loaded empty jerry cans on either side of four horses, and then took to the hills along the frontier, where they would wait for the right moment to make their move into Iran. On this particular occasion, they were a little more nervous than usual. Only two nights before, two teenage brothers had tried to evade border guards and the $3-per-horse bribes that many smugglers pay in the hope of securing a "safer" passage. Spotted, border guards opened fire on the brothers, killing one and leaving the other in a local hospital with a shattered leg. Mustafa recounted that the same brothers had been shot and wounded in 2008. The news gave all smugglers reason to pause. But smugglers along this stretch of the frontier tend to be the type who quickly set aside their fears. That is because the potential profits from their activities -- typically amounting to about $60 per horse per trip -- represent a relative fortune in an area that is intimately acquainted with poverty. In admitting his fear about making a trip so close to the shooting incident, Ekin said the tension when crossing the border was routinely intense. "Guys who smoke, do not smoke when we get close to the border," he said. Once across the border and in Iran, Turkish smugglers meet up with Iranian contacts and quickly do their deals. Modern technology abets the illicit trade, as most fuel purchases are arranged in advance via text messages and mobile phone calls. Iranian contacts also help arrange the return trip, with bribes once again serving as a sort of travel insurance. Still, no amount of bribe-offering can completely eliminate the possibility of arrest, or coming into the crosshairs of a border guard’s rifle. This trade is viable due to the differential between Turkish fuel costs, which are at standard European Union levels, and the subsidized petrol and diesel costs in Iran. There is little petrol refining performed within Iran, so it is mostly purchased from aboard and is in turn discounted by up to 80 percent for consumer sale. This high level of subsidization allows for a generous profit for those who smuggle it into Turkey. If all goes well on any given procurement mission, the smuggled fuel is quickly transported from local villages to larger population centers using trucks with additional hidden tanks. In some cases, drivers may fill up cars with large tanks then head for the nearest city, where much of the tank’s contents is siphoned and sold, leaving the driver with just enough left to make the return trip to his home village. Once the smuggled petrol is unloaded in cities and large towns, it is sold at illegal street-side stalls on backstreets, or even from secret pumps within garages. This phase of the smuggling operation also has its hazards, underscored by the existence of a fenced-off lot on the outskirts of Van, the largest city in the area, where row after row of confiscated cars and trucks sit. Turkish PM sets conditions to Armenia reconciliation: report ANKARA (AFP) – Turkish Prime Minister Recep Tayyip Erdogan on Friday ruled out a deal with Armenia to normalize ties unless Yerevan resolved its conflict with Azerbaijan over the Nagorny Karabakh region, the Anatolia news agency reported. "We will not sign a final deal with Armenia unless there is agreement between Azerbaijan and Armenia on Nagorny Karabakh," Erdogan was quoted as telling reporters. He was speaking from the southern province of Hatay, where he is holidaying, in response to remarks by Armenian President Serzh Sarkisian earlier Friday. Sarkisian had expressed the hope that the border with Turkey, closed for more than a decade, would reopen before an October football match between their national teams. "We can do the preliminary work (for a deal with Armenia), but it definitely depends on the resolution of the conflict over Nagorny Karabakh," Erdogan said. Recent reports have suggested that Ankara and Yerevan will soon sign a landmark deal paving the way for formal diplomatic ties and opening their shared border. The reports have irked Azerbaijan, a close ally of Turkey. Azerbaijan insists that any deal should be contingent on Armenian concessions over Nagorny Karabakh, an ethnic Armenian enclave that broke away from Baku during a war in the early 1990s. On a visit to Turkey this week, US President Barak Obama urged Ankara and Yerevan to "move forward" in fence-mending talks to normalize ties poisoned by disagreements over the World War I killings of Armenians. Armenians say up to 1.5 million of their kin were systematically killed between 1915 and 1917 during the dissolution of the Ottoman Empire, Turkey's predecessor -- a charge that Ankara categorically denies. Turkey has refused to establish diplomatic ties with Armenia because of Yerevan's international campaign to have the killings recognized as genocide. In 1993, Turkey also shut its border with Armenia in a show of solidarity with Azerbaijan over the conflict over Nagorny Karabakh. Ankara and Yerevan have been pursuing a tentative reconciliation process that has gathered steam since President Abdullah Gul paid a landmark visit last year to Armenia, the first by a Turkish leader, to watch a football match. ссылка
  20. Azerbaijan Continues To Vent Anger With Turkey Speakers at the April 8 session of the Azerbaijani parliament were uniformly critical of the anticipated rapprochement between Turkey and Armenia. Several deputies advocated convening an emergency parliament session on April 14 to debate the repercussions for Azerbaijan of the anticipated opening of the Turkish-Armenian border. Evda Abramov, who heads the parliament faction of the ruling Yeni Azerbaycan Party, wholeheartedly endorsed that proposal. Abramov conceded that "Turkey is a separate independent state that has the right to its own foreign policy, but they have always assured us that until a solution is found to the Nagorno-Karabakh conflict the frontier with Armenia will never be opened and diplomatic ties with that country will not be resumed." Also on April 8, Mubariz Ahmedoglu of the Center for Political Innovations and Technologies told a press conference in Baku that Turkish Prime Minister Recep Tayyip Erdogan's Justice and Development Party has betrayed the interests of the Azerbaijani and Turkish peoples by embarking on the process of normalizing relations with Turkey. Ahmedoglu argued that "all these years, Azerbaijan has structured its foreign policy in accordance with Turkey's interests. Baku refrained from developing relations with Moscow to the fullest extent and did not pursue deep cooperation with Washington precisely because strategic cooperation with Ankara was a kind of beacon, a priority for us." "We always defended Ankara's interests, trying to ensure that it was via Turkish territory that energy resources reached the West. And Turkey has repaid us for this with black ingratitude," he continued. On April 9, Sheikh-ul-Islam Allakh-Shukur Pashazade, Azerbaijan's most senior Muslim cleric, addressed an open letter to Ali Bardakoglu, the head of Turkey's Religious Affairs Directorate. "The closing by Turkey 16 years ago of its border with Armenia as a sign of protest against the unsubstantiated accusations of the so-called 'Armenian genocide' and the occupation of Nagorno-Karabakh by Armenia bestowed on Azerbaijanis a feeling of pride that is equaled by their bitterness and disappointment at the possibility that the border will be opened," Pasha-zade wrote. He appealed to Turkey as a supporter of Islam, justice and truth not to open its border with "the aggressor Armenia that has occupied 20 percent of Azerbaijan's territory." Meanwhile, the Executive Director of the Baku radio station Media FM, Tural Aliyev, announced that in the event that the Turkish-Armenian border is indeed opened, his station will cease broadcasting songs by Turkish singers. He called on all other radio stations in Azerbaijan to declare a similar boycott. Turkish Prime Minister Erdogan on April 8 hinted at a toughening of the Turkish position vis-à-vis Armenia, telling journalists that a solution to the Karabakh conflict must precede a solution to the "problems between Turkey and Armenia." He added that he hopes the UN Security Council will formally designate Armenia as the occupier of Nagorno-Karabakh. The Turkish newspaper "Today’s Zaman" reported on April 9 that Turkish President Abdullah Gul will visit Baku soon to discuss with his Azerbaijani counterpart Ilham Aliyev Azerbaijan's concern at the anticipated Turkish-Armenian rapprochement. Citing an unnamed Turkish government official, the paper said that the Turkish-Armenian border will probably remain closed at least until October. "Ankara will use the time until November to ease Azerbaijan's concerns," it said. In Armenia, meanwhile, there are growing calls for official Yerevan to halt negotiations with Ankara if they do not lead to an agreement soon. "If Turkey suddenly caves in to Azerbaijan's threats and these negotiations yield no results soon, then I think the Armenian side will not carry on with them," Giro Manoyan, a senior member of the influential Armenian Revolutionary Federation (Dashnaktsutiun), told reporters on April 8. Former Foreign Minister Vartan Oskanian took a similar view in an interview with RFE/RL earlier this week. "I believe the ball is in the Turkish court today," Oskanian said. Friendship group to be sent to Azerbaijan ISTANBUL - Parliament’s Azerbaijani Friendship Group is planning to visit Baku to inform the Azerbaijan’s press and public opinion about the recent developments between Turkey and Armenia, according to Mustafa Kabakçı, head of the group. "We are going to go to Azerbaijan to inform them as we see that there’s information pollution there," Kabakçı said Friday, the Anatolia news agency reported. He said contrary to Azerbaijani press reports, Turkey’s policy has not changed. "Our efforts to solve the regional problems peacefully and to develop cooperation in the region continue. Turkey has always been on our Azeri brothers’ side," he said. Both President Abdullah Gül and Prime Minister Recep Tayyip Erdoğan have several times assured Baku that Turkey’s sensitivities over the Nagorno-Karabakh problem remain same, Kabakçı said. "We believe that our brotherhood [with Azerbaijan] will strengthen," he said. The date of the visit will be set next week. Also, Turkey has prevented a group of Azerbaijani journalists from traveling to Kars, an eastern Anatolian town on the border of Armenia, to protest Ankara’s talks with Yerevan to open the border, which has been closed since 1993. Hasan Zeynelov, Azerbaijan’s consul-general in Kars, confirmed the prevented travel, Doğan news agency reported Friday. "Their plane did not take off from Baku as they could not get permission.
